The pressures of global competition are affecting regions throughout the world and making it increasingly necessary to understand the complex underlying mechanisms and the potential for innovation offered by new technology. Success in economic restructuring depends not only on the technology itself, but the professional and entrepreneurial skills available and the support of provided by institutions and information networks. The very local nature these phenomena, which are critical to the innovative propensity of firms operating within the region, introduces an inevitable spatial dimension. The time therefore seems ripe to bring together contributions from scholars working in different, but related disciplines, with the aim of investigating the triangular relationship between technological change, economic development and space. The present volume offers a compact review of current theoretical developments and valuable insights deriving from recent empirical studies carried out both within Europe and elsewhere. Choice processes appear in all spheres of society. Hitherto ruling paradigms in the modelling of choice problems have presumed a competitive general equi librium which, however, proves insufficient for dynamic processes. This contribution aims at providing a general coherent and closed frame work for the dynamic modelling of decision processes. It was one of my main interests to build a bridge between the pure model building concepts and their practical applications. Therefore all given examples are related to empirical work. Solution algorithms for the estimation of trend parameters as well as the numerical simulation in concrete applications therefore playa central role in this contribution. Friendly relations with a number of colleagues from many universities in Europe, and the U.S. have emerged during the different applications. I wish to thank all of them. This book is the result of a two-year interdisciplinary research programme named PRISM (Policy making, Reporting and measuring, Intangibles, Skills development and Management), financed by the European Commission and aimed both at understanding better how these assets are created and developed and what the policy implications of their growing importance in economies are. The book focuses on the policy issues raised by the increasing importance of intangible assets in a country's growth and competitiveness. The main idea is that the value of intangible assets, which is imperfectly captured by current economic indicators and imperfectly formalized in economic theory, lies in their being the cumulative elements that keep the economy together - the glue of the system. This argument leads to the focus on networks and social capital as drivers of the development of intangible assets and is illustrated by the case of EU innovation and knowledge diffusion policy.

Regional science, as an integrating discipline for many scientific analyses concerning the element of space, has a remarkable record of achievements in both breadth and depth. The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume.
