This volume consitutes a summary of several years' multi-disciplinary research by a group of Swedish researchers. The project 'Sweden's Technological Systems and Future Development Potential' was initiated by the Swedish National Board for Industrial and Technical Development (NUTEK) and has been carried out at the Department of Industrial Management and Economics at Chalmers University of Technology in Gothenburg, the Research Policy Institute at the University of Lund, the Industrial Institute for Economic and Social Research (lUI) in Stockholm, and the Department of Industrial Economics and Management at the Royal Insitute of Technology, Stockholm, under the direction of Bo Carlsson, Case Western Reserve University, Cleveland, Ohio. The project group decided early on to focus fIrst on the technological system for factory automation - a relatively mature system of great importance to Swedish industry and in which Sweden has reached a leading position internationally - and then to shift the attention to other systems in various stages of development and with varying Swedish strength. The work on factory automation resulted in numerous papers and publications, summarized in a volume published in 1995 (Technological Systems and Economic Performance: The Case of Factory Automation, ed. This book sets out to explore the generation of technological knowledge and the introduction of technological change. Cristiano Antonelli enters this new area of debate by arguing that increasing returns in the production of knowledge apply, albeit under a very specific and contextual set of complementary conditions. Increasing returns can take place within technological districts and clusters where qualified interactions among connected innovators make it possible to take advantage of the modular indivisibility and cumulativeness of technological knowledge. Antonelli illustrates his argument by reference to technological systems and complementarities, irreversibility, and collective knowledge; by examining the role of learning and technological communication as key factors in defining the rate and direction of change within technological systems; and by identifying technological districts and clusters within a theoretical framework which values local externalities, irreversibility, and endogenous structural change. The Microeconomics of Technological Systems proposes a general, interpretative framework which identifies, qualifies, and specifies the specific context and processes which make it possible for increasing returns to apply in the localized production of technological knowledge and change. In so doing, it builds on the results of systematic explorations of the microdynamics of technological knowledge and change over a large number of European technological districts and clusters centred on new communication and mechanical engineering technologies.

This was the starting point of a long-lasting and painful colIective discussion, the results of which are documented here, during many meetings of this "itinerant" group, including the workshop in Padua, organised by Professor Luciano Pilotti and held in May 2001, "Systems, governance & knowledge within firm networks" at the Department of Economics of the University of Padua, and the recent international research seminar, held in May 2002, in Rome at the Tagliacarne Institute, within the EU sponsored project "Industrial districts' re location processes: identifying policies of EU enlargement West-East ID". The reason we decided to organise this book was not only to underline the importance of the industrial district (ID) model as a tool of propulsive local growth in a country like Italy. On the contrary, the idea that moved us was the theoretical dissatisfaction with the way in which the phenomenon of local development and industrial clustering of specific industries was treated in the international approach of the various disciplines.

The contributors to this volume seek further understanding of the microfoundations of economic growth. It focuses on three subjects that interested the great Austrian and Harvard economist, Joseph A. Schumpeter: innovation, technological change, and economic growth. The first part of the volume treats institutions, markets, and entrepreneurs, without which analysis of the firm makes little or no sense. The second part focuses on the firm as innovator, placing heavy emphasis on the role of knowledge formation. The subjects of innovation and knowledge formation are approached from three perspectives: theoretical; industry (case) studies; and empirical (cross section and panel data) analysis. In the third part of the book the action moves from the firm to the "macro" or economy-wide level. The volume's unique feature is combining institutions, the innovative behavior of firms, and an intuitively dynamic, macroeconomic analysis, all from a Schumpeterian perspective. It is argued that the study of micro-institutions such as firms and the evolving nature of markets are necessary ingredients to understanding macro-oriented phenomena such as economic growth.
