Dabei ist die Erfindung und ihre erste Anwendung lediglich eine notwendige, aber keine hinreichende Bedingung dafür, dass der technische Fortschritt seine ökonomischen Wirkungen entfalten kann. Erst mit der breiten Nutzung der neuen Technologie in der Volkswirtschaft können sich diese Wachstumseffekte einstellen. Damit steht zwischen der Innovation und der wirtschaftlichen Entwicklung der Prozess der Verbreitung technischer Neuerungen durch das ökonomische System. Die Frage des technischen Fortschritts konzentriert sich damit auf die Untersuchung des Investitionsverhaltens der die Innovation übernehmenden und zur Anwendung bringenden Wirtschaftseinheiten. Die Analyse der technologischen Diffusion befasst sich mit diesem Ausbreitungsprozess neuer Technologien durch ein soziales System und seinen Bestimmungsgründen. Dabei geht die ökonomische Analyse von dem Prozess aus, durch den ein neues Produkt oder eine neue Prozesstechnologie über die Zeit seine potentiellen Märkte durchdringt. Die multidisziplinäre Beschäftigung mit der Diffusion von Neuerungen macht allerdings deutlich, dass eine Beschränkung der Analyse allein auf ökonomische Einflussfaktoren des Diffusionsprozesses für seine Erklärung nicht ausreichend ist. Die Diffusion von Innovationen ist ein sozialer Prozess und auch ökonomisch vorteilhafte Innovationen diffundieren häufig nur mit einer langsamen Rate. Die Diffusionsforschung teilt sich in empirische und theoretische Untersuchungen auf. Empirische Arbeiten untersuchen vor allem die historischen Diffusionsverläufe einzelner bzw. mehrerer Technologien. Sie sind bemüht, relevante Einflussvariablen zu identifizieren, die die Verbreitung neuer Technologien begünstigen oder hemmen und allgemeine Regularitäten der Diffusion von Neuerungen in Form stilisierter Fakten zu beschreiben. Unterschieden werden hier, neben den Eigenschaften der Innovation, Umwelteinflüsse auf das System, in dem die Diffusion stattfindet und Eigenschaften der potentiell adoptierenden Individuen bzw. Organisationen.
