This book examines the importance of social media and other information technologies in connecting people to job opportunities. Not surprisingly, digital barriers to our networked economy can reinforce rather than break down disproportionately low employment among people with disabilities. Delivering on the commitment to improve the performance of America's students in science, technology, engineering, and mathematics (STEM) through the "Educate to Innovate" program, requires that all Americans, including people with disabilities, have the necessary digital tools to pursue careers in STEM. The ongoing transition to an economy based largely on the manipulation of information has sweeping implications for job creation for people with disabilities. New technologies create opportunities for people with disabilities to work alongside our non-disabled colleagues. However, the employment rate of people with disabilities still remains disproportionately low and we have yet to see evidence of real progress in increasing employment of people with disabilities.

Abstract: The COVID-19 pandemic has taken a heavy toll on businesses and jobs whereas many employees were furloughed and laid off. While the global pandemic had a significant negative impact worldwide, it presented a unique opportunity to revolutionize employment for persons with disabilities. Employers' willingness to rapidly adapt to the changing work environment by transitioning businesses to remote work and flexible working schedules can facilitate an inclusive work environment for persons with disabilities, especially in communities that also face significant geographical barriers to access employment. The aim of this study is to understand the underlying challenges facing persons with disabilities in the workforce, and explore the extent COVID-19 pandemic can reshape and create new employment opportunities for people with disabilities in Egypt with the current emphasis given to digital jobs and technology. A qualitative research in the form of in-depth interviews were conducted with 9 specialists in the field of disability inclusion in Egypt and developing countries from diverse national and international professional affiliations. The research findings indicate that there is a unique opportunity that digital jobs can offer, with a potential to overcome barriers that threaten the inclusion of persons with disabilities in the workforce and exacerbate the existing inequities and disparities that existed before COVID-19. Investing in digital technology, accessibility and skills can transform the future of work for persons of disability by introducing a new era of digital employment.

Disability interactions (DIX) is a new approach to combining cross-disciplinary methods and theories from Human Computer Interaction (HCI), disability studies, assistive technology, and social development to co-create new technologies, experiences, and ways of working with disabled people. DIX focuses on the interactions people have with their technologies and the interactions which result because of technology use. A central theme of the approach is to tackle complex issues where disability problems are part of a system that does not have a simple solution. Therefore, DIX pushes researchers and practitioners to take a challenge-based approach, which enables both applied and basic research to happen alongside one another. DIX complements other frameworks and approaches that have been developed within HCI research and beyond. Traditional accessibility approaches are likely to focus on specific aspects of technology design and use without considering how features of large-scale assistive technology systems might influence the experiences of people with disabilities. DIX aims to embrace complexity from the start, to better translate the work of accessibility and assistive technology research into the real world. DIX also has a stronger focus on user-centered and participatory approaches across the whole value chain of technology, ensuring we design with the full system of technology in mind (from conceptualization and development to large-scale distribution and access). DIX also helps to acknowledge that solutions and approaches are often non-binary and that technologies and interactions that deliver value to disabled people in one situation can become a hindrance in a different context. Therefore, it offers a more nuanced guide to designing within the disability space, which expands the more traditional problem-solving approaches to designing for accessibility. This book explores why such a novel approach is needed and gives case studies of applications highlighting how different areas of focus—from education to health to work to global development—can benefit from applying a DIX perspective. We conclude with some lessons learned and a look ahead to the next 60 years of DIX.

Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.
