Special operations forces, though small in number relative to conventional forces, offer national utility along the full spectrum of conflict. Army, Navy, and Air Force special operations forces conduct military missions such as counterterrorism, hostage rescue, humanitarian assistance, foreign internal defense, counterinsurgency, stability operations, unconventional warfare, and direct support to conventional forces. Technology requirements for special operations forces flow from the need to satisfy the missions assigned to these forces. This report focuses primarily, but not exclusively, on Air Force missions and technology requirements.

As the military forces of the United States continue to draw down, Special Operations Forces (SOF) are playing a greater role across the entire spectrum of conflict. In order to maintain its relative advantage, SOF is using technology as a means to leverage limited resources—sometimes to the point that mission accomplishment depends critically on a technology’s availability. Adversaries will attempt to challenge our advantages. Whether Special Operations Forces are prepared to operate in a degraded environment could determine success or failure. This thesis examines the issue of critical technologies in special operations. Critical technologies are defined according to three variables—level of dependence, degree of vulnerability, and substitutability. By examining technologies against these three variables, SOF can gain a better understanding of the impact to SOF operations if a technical capability is lost. Three technologies are examined to illustrate the model—the use of Radar in the Battle of Britain, the Global Positioning System, and UHF Satellite Communications. By applying the model to actual cases, I hope to encourage SOF decision-makers to closely examine our growing reliance on vulnerable technologies as a force multiplier and provide recommendations to prevent undue reliance on those technologies.

Innovation may be crucial to SOF personnel's actual physical survival, but die is also a metaphor for organizational oblivion: conformity and assimilation. One of the fundamental qualities of SOF that derives from the nature of the personnel and their organization is creativity. Dr. Spulak advances a concept for enhancing the rapid innovation that enables SOF to stay ahead of our adversaries on the battlefield. He takes a look at how SOF might innovate in ways that are different from conventional forces and emphasizes that "innovation for SOF is a function of the attributes of SOF personnel and culture." Whereas the conventional General Purpose Forces must seek innovation within large organizations--often merely applying more of existing capabilities--SOF personnel have greater license to innovate during ongoing operations.

Special Warfare forces are tasked with conducting operations in uncertain environments defined by rapidly changing environmental elements (instability) and the interaction of many diverse external factors (complexity). In order to succeed, organizations operating in uncertain environments should decentralize decision making to the appropriate level and emphasize an "organic" approach that focuses on the importance of people, adaptation, and innovation. The current USASOC bureaucracy, mirroring the conventional Army, is built to maximize internal efficiency and specialize in previously predicted scenarios. Due to persistently high operational tempo, personnel downsizing, and fiscal constraints, redesigning USASOC is not feasible at this time. However, the improvement of processes and incremental enhancement to align better with the operational environment within the existing design is possible. This study explores best practices from innovative and adaptive organizations that ARSOF can draw upon to increase its capability to conduct special warfare. Through the examination of these best practices, the study identified four key factors that lead to innovation: collaboration, organizational structure, incentives, and acceptance. This study recommends that Special Warfare forces apply these factors by increasing career flexibility, internal and external linkages through broadening opportunities and liaisons, and the collective intelligence of the organization through the use of cross-functional teams and increased communication measures.
