This study examines and evaluates the recent progress made in seven Asian countries (China, India, Japan, Philippines, the Republic of Korea, Singapore and Thailand) towards more effective and mutually reinforcing relations between universities and industries in the field of scientific and technological research and proposes a checklist for action to make these relationships even more effective from the broad perspective of the national economy. In particular, it highlights the mechanisms adopted by these Asian countries for technology transfer and pays particular attention to the use of the intellectual property system as an instrument for technology transfer from university to industry. While economic and historical situations are different across Asian countries and no simple solution can be found that is universally applicable throughout the region, it is the hope of the participants in this project that this document will provide some useful lessons and insights, and will thus be helpful to policy-makers who are concerned with evaluating the effectiveness of university- industry relations in their respective countries and identifying ways to improve them.

The Knowledge Triangle programme was initiated by the Nordic Council of Ministers in 2011 with the aim to study and promote knowledge transfer between innovation actors in academia, industry and public sectors of the Nordic countries. Networks of relevant actors were established in key thematic areas to facilitate a systematic and sustainable model of cooperation with the long-term ambition to stimulate economic growth in the Nordic countries. In 2012, the programme was extended to include both Nordic and Chinese innovation actors. This publication is a collective work of partners of the Knowledge Triangle programme and provides an overview of the Nordic and Sino-Nordic networks. The publication acts as a report of the programme and as a guide for academia, research institutions and businesses to discover new models to build a strong knowledge base and accelerate innovation processes.

Strong science, technology, and innovation links between universities and industry are of critical importance to Sri Lanka as it strives to become an upper-middle-income country. This report presents an overview of current U-I collaboration in Sri Lanka by analyzing responses to a survey of companies and university departments in 2015. Data from the 2015 survey are compared with data from a similar survey in 2007 to identify trends over time. The study examines current policies to promote U-I collaboration in Sri Lanka, highlights some good practices in other countries, and suggests possible ways that Sri Lanka may be able to strengthen U-I collaboration. The report is intended primarily for policy makers in the fields of higher education, research, and innovation, as well as for researchers in companies, universities, and research institutes who are already collaborating in public-private partnerships or are planning to do so. The responses show that the majority of existing links between Sri Lankan universities and companies are short-term, informal interactions with low direct transfer of knowledge and innovation. However, the survey findings also show a growing emphasis on deeper and more demanding types of collaboration, such as joint Research and Development activities, prototype testing, and spin-offs, even though these remain relatively uncommon. Key recommendations to strengthen U-I collaboration are: • As part of the national Science, Technology, and Innovation Policy 2016†“2020, develop and implement a national plan to upgrade the country’s research infrastructure, in line with national research and innovation priorities. • Strengthen Research and Development funding schemes for joint projects between universities/research institutes and companies, based on national and international experiences. • Define and implement clear intellectual property rights rules for publicly funded research to encourage the use of research results and ensure effective and timely legal protection of intellectual property. • Establish open innovation spaces and business incubators at universities and make available seed money for faculty and students to develop start-ups. • Strengthen the U-I interaction cells at universities with professional expertise in technology transfer and business model development. • Establish opportunities for master’s and PhD students to pursue targeted research projects in companies as part of their study.

This Handbook brings together prominent voices from India, including policymakers, politicians, business leaders, civil society activists and academics, to build a composite picture of contemporary Indian climate politics and policy. One section lays out the range of positions and substantive issues that shape Indian views on global climate negotiations. Another delves into national politics around climate change. U.S. strength in science, technology, engineering, and mathematics (STEM) disciplines has formed the basis of innovations, technologies, and industries that have spurred the nation's economic growth throughout the last 150 years. Universities are essential to the creation and transfer of new knowledge that drives innovation. This knowledge moves out of the university and into broader society in several ways â€" through highly skilled graduates (i.e. human capital); academic publications; and the creation of new products, industries, and companies via the commercialization of scientific breakthroughs. Despite this, our understanding of how universities receive, interpret, and respond to industry signaling demands for STEM-trained workers is far from complete. Promising Practices for Strengthening the Regional STEM Workforce Development Ecosystem reviews the extent to which universities and employers in five metropolitan communities (Phoenix, Arizona; Cleveland, Ohio; Montgomery, Alabama; Los Angeles, California; and Fargo, North Dakota) collaborate successfully to align curricula, labs, and other undergraduate educational experiences with current and prospective regional STEM workforce needs.
