Onze representatieve democratie raakt steeds meer in het slop. De legitimiteit ervan wordt aangetast: steeds minder mensen gaan stemmen, kiezers worden grilliger in hun keuze, het ledenaantal van politieke partijen loopt dramatisch terug. Daarbij wordt de efficiëntie van de democratie minder: krachtdadig besturen wordt problematisch, politici moeten hun beleid steeds vaker afstemmen op de volgende verkiezingen. Het leidt allemaal tot wat David Van Reybrouck in een dwingend betoog het democratisch vermoeidheidssyndroom noemt. Maar hoe komen we daarvan af? Pappen en nathouden - dat is wat er nu voornamelijk gebeurt. Er zijn hier en daar wat vernieuwingstendensen, al dan niet in georganiseerd verband. Van Reybrouck vreest dat dit soort marginale oplossingen niet meer voldoende is en dat het oprispingen zijn van een systeem dat steeds meer vastloopt. Zijn voorkeur gaat uit naar een oud democratisch principe dat vooral in het klassieke Athene werd gehanteerd: de loting. Tot aan de Franse Revolutie is dat democratische middel vaak aangewend, niet alleen in Athene, maar ook in bloeiende republieken als die van Venetië en Florence tijdens de renaissance. Na de Franse Revolutie leeft het alleen voort in de rechtspraak van sommige landen. David Van Reybrouck zet in een glashelder betoog uiteen dat loting een effectieve mogelijkheid is om onze machteloos geworden democratie weer pit en vaart te geven en de burgers weer te betrekken bij wat ons allen als samenleving aangaat.

This book analyses the emergence of modern parties in nineteenth-century Europe and explores their connection with the slowly developing institution of democracy. The close relationship between party and democracy was established by the founders of the first modern parties who presented themselves as representatives of the people. Focusing on the ideas and practices of party founders, this book moves away from the traditional view that party formation was the result of industrialisation. It instead shows that the response of party founders was to frame and establish the modern party as an alternative to existing models of political representation, and one that was characterised by popular participation.In order to mobilize their followers, party founders gave new meaning to existing structures and developed new practices of political organization. The result was the creation of organizations that continue to shape the history of modern democracy. Lay politics lies at the heart of democracy. Political offices are the only offices for which no formal qualifications are required. Contemporary political practices are diametrically opposed to this constitutional ideal. Most democracies in Western Europe are diploma democracies - ruled by those with the highest formal qualifications. Citizens with low or medium educational qualifications currently make up about 70 percent of the electorates, yet they have become virtually absent from almost all political arenas. University graduates have come to dominate all political institutions and venues, from political parties, parliaments and cabinets, to organised interests, deliberative settings, and Internet consultations. This rise of a political meritocracy is part of larger trend. In the information society, educational background, like class or religion, is an important source of social and political divides. Those who are well educated tend to be cosmopolitans, whereas the lesser educated citizens are more likely to be nationalists. This book documents the context, contours, and consequences of this rise of a political meritocracy. It explores the domination of higher educated citizens in political participation, civil society, and political office in Western Europe. It discusses the consequences of this rise of a political meritocracy, such as descriptive deficits, policy incongruences, biased standards, and cynicism and distrust. Also, it looks at ways to remedy, or at least mitigate, some of the negative effects of diploma democracy.

Munashe is a bright adolescent girl living in Zimbabwe. She feels a pressure to leave Zimbabwe and to follow most of her peers to a university or to work in the West. However, she is not convinced that this is what she really wants. Via Thomas, an experienced European scientist and manager, initiating a technical Start-up Hub at her boarding school, Munashe comes in contact with Anne. Imwe imba - the other room - is a novel covering the last 2 high-school years of Munashe and Anne in letters between the young women as well as from Thomas to Simon, his now retired personal and business coach. Through the letters, Anne and Simon discover unknown and fascinating aspects of the (southern) African society. Especially, since Thomas includes stories from Nelson, Munashe's grandfather and small holder farmer. Based on the stories and hearing about Munashe's activities in more technical projects, Anne develops a critical attitude towards both the current Western school system and the effectiveness of traditional Western development or aid projects. On the other side, Munashe learns that Europe is not the land of milk and honey for everybody. Munashe and Anne, assisted by Thomas, review the so-called development work activities in emerging markets and propose a promising approach to economically uplift more rural areas. In part 2, the Start-up Hub activities are proven to be sustainable and Munashe asks "where do we want to go?" A design is made for a more ideal (global) society and the issues faced, implementing their ideas, are discussed. The letters in this novel cover a wide spectrum of topics: personal struggles and contemplations, educational and business practices, science and art, geopolitics and historical backgrounds, change management as well as social developments. Each letter is written in an accessible language and underlined with references to allow the reader to explore more. Most of all, "imwe imba" wants to create awareness. Awareness for the wonderful, "real" life in Africa. Awareness that Africa is prosperity. Awareness that our younger generation is perfectly able to initiate change. That a single person can initiate change. That complaining or being upset about various (unacceptable) global happenings or actions is not enough. That a further polarisation and blaming "the others" doesn't help. That we have to do things. That we should not fear change but embrace the changes that are needed to come to the necessary improvements.
