GERN (Groupement Européen de Recherches sur les Normativités) is a large consortium of scientific researchers in the domain of deviance and social control, more precisely studying delinquency, penal institutions, public policies of security and the importance of penal questions in society. The consortium is multidisciplinary. Today GERN is a scientific network present in ten European countries and abroad, uniting researchers of different disciplines. Each year the GERN organizes a doctoral summer school, giving PhD students from the consortium the opportunity to present and discuss their ongoing projects and research results as well as meet young and senior researchers. This is the third volume stemming from the annual doctoral conferences organized by the GERN. Last edition of the Summer School was held in September 2014 in Porto (Portugal). The selected theme for this Summer School was ‘Criminology, Security and Justice: methodological and epistemological issues’, searching for a fruitful debate about the methodological and epistemological aspects relevant for the development of PhD thesis. Scientific research is, in its essence, critical thinking. What is critical thinking? It is a kind of thinking that differs from magic reasoning, common sense, and speculation. Scientific evidence contrasts with belief, immediate and apparent knowledge, illusion and opinion. This is valid for every knowledge domain that claims to be scientific. It is thus true for the science of crime, criminology. With the inauguration of this Research Paper Series, GERN intends to monitor and disseminate cutting-edge studies into European security issues, reflecting the result of doctoral research in the framework of the GERN. The series provides an excellent platform from which to survey key emergent topics in the field. With this series the editors and authors are contributing to a better understanding of contemporary questions, presenting recent research results and scientific reflection, by devising new approaches and by re-evaluating the heritage of social sciences in this domain. It implies a new openness with regard to other disciplines and to the normative questions arising from the commission of crime and the formal reaction to it by actors in the criminal justice system and beyond.

This book examines the nature and regulation of the informal economy by means of a collective case study in a highly regulated Western country. The book, situated at the intersection of criminology and sociology, investigates the relation between formal, informal and criminal work in three urban and rural labour markets (seasonal work, street trade and sex work) alongside the impact of state policies on informality. Boels uncovers the differential position authorities take regarding these labour markets, notwithstanding the presence of informality and often vulnerable position of workers in each one of them. With a distinctive focus on informal workers, and through in-depth interviews, this study explores the life and work of informal workers, including their experiences with regulators, their motivations for working informally and their perceptions of state policy. In short, this book gives a voice to often ignored but crucial participants of the informal economy. The detailed discussion of the results and the links to theoretical frameworks will ensure this book is of particular interest to scholars of urban economics and governance, criminology, and sociology.

Police-citizen relations are in the public spotlight following outbursts of anger and violence. Such clashes often happen as a response to fatal police shootings, racial or ethnic discrimination, or the mishandling of mass protests. But even in such cases, citizens’ assessment of the police differs considerably across social groups. This raises the question of the sources and impediments of citizens’ trust and support for police. Why are police-citizen relations much better in some countries than in others? Are police-minority relations doomed to be strained? And which police practices and policing policies generate trust and legitimacy? Research on police legitimacy has been centred on US experiences, and relied on procedural justice as the main theoretical approach. This book questions whether this approach is suitable and sufficient to understand public attitudes towards the police across different countries and regions of the world. This volume shows that the impact of macro-level conditions, of societal cleavages, and of state and political institutions on police-citizen relations has too often been neglected in contemporary research. Building on empirical studies from around the world as well as cross-national comparisons, this volume considerably expands current perspectives on the sources of police legitimacy and citizens’ trust in the police. Combining the analysis of micro-level interactions with a perspective on the contextual framework and varying national conditions, the contributions to this book illustrate the strength of a broadened perspective and lead us to ask how specific national frameworks shape the experiences of policing.

Harm reduction of schadebeperking is een pragmatische benadering gericht op het reduceren van de schadelijke gevolgen van problematisch druggebruik. Harm reduction-strategieën zoals spuitenruil, substitutiebehandeling, gebruiksruimtes en medisch gecontroleerde heroïneverstrekking vormen een belangrijke pijler binnen een geïntegreerd (lokaal) drugsbeleid. Het is van groot belang dat deze harm reduction-strategieën zijn toegesneden op de specifieke lokale noden. Op vraag van de Stad Gent voerden IRCP en ISD een empirisch onderzoek naar de lokale noden en prioriteiten op het vlak van harm reduction in de stad Gent. Dit onderzoek bestond uit twee opeenvolgende luiken, kwalitatief en kwantitatief van aard. De inbreng van professionelen en (ex-)druggebruikers stond hierbij centraal. De resultaten tonen dat het bestaande aanbod in Gent tegemoet komt aan de lokale noden, al is hier duidelijk nog ruimte voor de optimalisatie van bestaande en de implementatie van nieuwe initiatieven. Vijf prioriteiten staan hierbij centraal: het optimaliseren van harm reduction-initiatieven voor de gevangenis, meer mogelijkheden voor zinvolle daginvulling, meer betaalbare huisvesting voor problematische druggebruikers, de implementatie van een laagdrempelig inloopcentrum en van een gebruiksruimte. Voor elk van deze prioriteiten zijn concrete actiepunten geformuleerd, specifiek voor de lokale Gentse context.

Didactically, a textbook of criminology should start at the beginning. The learning process, also an emotional process, begins in criminology with the concepts, views, emotions, attitudes and ideas we have regarding crime and criminals. Exploration of these underlying factors is one of the aims of the present book. We can free our thinking only by being aware of the significance of our own feelings and thoughts about a phenomenon like crime. 'That is the basic problem confronting us. In scien tific thinking implicit postulates as to the sensus communis, unless recognized and 1 neutralized, grow into idols.' The fight against crime is one example of such an idol. Crimes and criminals exist only by virtue of reactions to certain forms of be havior. For this reason this book will begin by examining the reactions of society to crime. Criminology is primarily a science of others than offenders. In this sense I invert criminology. The history of criminology is not so much a history of offenders, 2 as a history of the reactions of those in power.
