Wie lässt sich die unwahrscheinliche Institutionalisierung der Empirischen Bildungsforschung in Deutschland erklären? Aus Perspektive einer institutionalistischen Wissenschaftssoziologie beleuchtet Enno Aljets die Interdependenzen zwischen Wissenschaft und Politik. Er analysiert, wie sich in den 1990er Jahren ein Tauschgeschäft etablieren konnte, bei dem die Wissenschaft hohe Autonomie und umfangreiche Forschungsressourcen erhielt und der Politik im Gegenzug anwendbares „Steuerungswissen“ für eine „evidenzbasierte Bildungspolitik“ in Aussicht gestellt wurde. In der Folge entwickelten sich vielfältige Strukturdynamiken, die der Autor hinsichtlich ihrer Wechselwirkungen in verschiedenen Akteurkonstellationen untersucht. Erst diese analytische Rekonstruktion im Zeitverlauf verdeutlicht, wie sehr der rasche Aufstieg auch von kontingenten Bedingungen und transintentionalen Effekten abhängt.

Spätestens seit den 1980er-Jahren vollzieht sich ein gesellschaftlicher Entwicklungsprozess, der in den Sozialwissenschaften rege aufgegriffen wurde: die gesellschaftsweite Ausbreitung des Marktes und ökonomischer Logiken. Viel diskutiert ist dieser Prozess, doch soziologisch noch unverstanden. Weder ist klar, wie er begrifflich-theoretisch zu fassen ist, noch sind die Mechanismen identifiziert, die ihn umSetzen. An diesen Schwachstellen Setzt die Studie von Thorsten Peetz an. In AuseinanderSetzung mit zentralen Ansätzen der soziologischen Differenzierungstheorie zeigt er zunächst, dass es nicht die üblichen Verdächtigen sind, die ein adäquates theoretisches Vokabular zur Analyse von Ökonomisierung bereitstellen. Stattdessen findet er in der Systemtheorie Niklas Luhmanns passende Werkzeuge, um einen differenzierten Begriff gesellschaftlicher und organisationaler Ökonomisierung zu entwickeln. Derart konzeptuell gerüstet sucht die Studie die AuseinanderSetzung mit der gesellschaftlichen Wirklichkeit. Sie zeigt am Beispiel des Bildungssystems, dass man in Schulen tatsächlich Prozesse der Ökonomisierung identifizieren kann. Die eigentliche Leistung der Arbeit besteht aber darin, dass sie nicht bei theoretischer Reflexion und empirischer Beschreibung stehen bleibt, sondern Mechanismen modelliert, die Ökonomisierungsprozesse in Schulen soziologisch erklären. Mit den Mechanismen der 'Schulentwicklung' und der 'Quantifizierung' werden so die sozialen Beziehungen beschrieben, durch die ökonomische Logiken in Schulen an Bedeutung gewinnen.
