Buku ini merupakan salah satu hasil kajian dalam Penelitian Desentralisasi Perguruan Tinggi (PDUPT) pada tahun 2019 yang bermaksud untuk mengelaborasi isu terorisme yang sudah menjadi isu internasional dan domistik (Intermestik). Untuk itu, pada bab pertama, menjelaskan konsep dasar bagaimana terorisme dilihat dari pandangan intermestik. Di era globalisasi sekarang ini, sulit mencari isu apalagi termasuk masalah strategis yang tidak terkait dengan tema intermestik, hal ini mengingat isu internasional mempengaruhi isu domistik, demikian juga sebaliknya, tidak jarang isu domistik menjadi isu internasional karena mediasasi yang semakin berkembang. Dengan demikian, bagian ini menjelaskan bahwa pola intermestik juga berkembang dalam menganalisa masalah terorisme, misalnya melalui perkembangan jaringan gerakan transnasional radikal. Adapun pada bab kedua, buku ini membahas tentang anatomi ide terorisme. Untuk itu, kajian tentang definisi terorisme, berbagai tipologi gerakan terorisme, termasuk berbagai penyebab munculnya terorisme dan metode serangan yang dilakukan oleh gerakan terorisme dibahas. Masalah ini perlu dikaji dan dipahami dengan baik dalam upaya mencari format yang ideal untuk melakukan penanganan terhadap isu terorisme, karena model deradikalisasi yang tepat harus berdasarkan pemahaman ril terhadap data di lapangan. Selanjutnya, untuk melihat bahwa terorisme bukan sekedar isu lokal, pada bab ketiga dibahas tentang jejaring terorisme global. Bagian ini menjelaskan bagaimana jaringan internasional terorisme berkembang sejak perang dingin yang ternyata dipengaruhi oleh struktur ekonomi dan kekuasaan dunia yang dinilai tidak berkeadilan. Sebagai studi kasus, bagian ini memberikan gambaran bagaimana berkembangnya gerakan radikal Al-Qaeda, baik di Asia Selatan maupun Asia Tenggara. Pola yang hampir sama dengan bab selanjutnya dibahas pada bab keempat yang menggambarkan beberapa gerakan radikal di Indonesia, termasuk cara penyebarannya. Di antara gerakan yang dibahas adalah Jemaah Islamiyah (JI), Jamaah Ansharut Tauhid (JAT), Laskar Jihad (LJ), Mujahidin Indonesia Timur (MIT), dan Islamic State of Iraq and Syria (ISIS). Adapun metode penyebaran ideologi radikal berkembang melalui kontak langsung dengan tokoh kelompok radikal, perjalanan, afiliasi kelompok radikal, aktifitas persebaran melalui pertemuan dan diskusi, serta persebaran paham melalui medai massa. Pada bab terakhir, buku ini membahas tentang berbagai kebijakan pemerintah Indonesia dalam upaya penanganan ancaman terorisme, baik melalui kebijakan luar negeri maupun kebijakan dalam negeri. Dalam bidang kebijakan luar negeri, pemerintah Indonesia secara intensif bekerjasama dengan berbagai Negara baik secara regional maupun internasional. Adapun terkait kebijakan domistik, upaya penanganan terorisme dilakukan dengan penguatan penegakan hukum, kebijakan kelembagaan, dan kebijakan deradikalisasi.
