Criado pelo Banco Mundial, no bojo das políticas neoliberais de ajuste estrutural e adotado pelo Estado brasileiro na década de 1990, o modelo de "reforma agrária" de mercado foi a maior ação institucional visando a contenção das tensões sociais no campo por meio da desmobilização e da desqualificação dos movimentos sociais de luta pela terra. A implementação de programas como o Banco da Terra promoveu: 1) a expansão do capital financeiro no campo; 2) o aquecimento do mercado de terras e da especulação; 3) inaugurou uma nova modalidade de recriação do campesinato, protagonizada pelo mercado; e 4) elevou ao máximo o conflito entre a lógica capitalista da propriedade privada (terra de negócio) e o significado da terra na concepção camponesa (terra de trabalho). Este livro analisa, portanto, a inserção do modelo de "reforma agrária" de mercado nos municípios de Londrina e Tamarana, localizados na região Norte do estado do Paraná, por meio do estudo da produção do espaço agrário dos dois municípios e da avaliação das políticas de desenvolvimento rural propostas pelo Banco Mundial. Além disso, por meio da análise das relações – como a sujeição da renda camponesa da terra ao capital, a reprodução social e material das famílias assentadas e os conflitos existentes no interior das diferentes formas de sociabilidade dos camponeses – foi verificada a completa inviabilidade dos assentamentos rurais criados a partir dos programas neoliberais.

This innovative study compares the history of economic ideas and ideologies in Romania and Brazil - and more broadly, those in East Central Europe and Latin America - in the late nineteenth and twentieth centuries. Whereas previous histories of the idea of economic development have focused on 'First World' theorists, this book considers theorists in two 'backward' countries who made important contributions to the field. Latin America is well known to economic historians as the region that gave rise to the Structuralist school and Dependency movement. In This Land Is Ours Now, Wendy Wolford presents an original framework for understanding social mobilization. She argues that social movements are not the politically coherent, bounded entities often portrayed by scholars, the press, and movement leaders. Instead, they are constantly changing mediations between localized moral economies and official movement ideologies. Wolford develops her argument by analyzing how a particular social movement works: Brazil’s Rural Landless Workers’ Movement, known as the Movimento Sem Terra (MST). Founded in the southernmost states of Brazil in the mid-1980s, this extraordinary grassroots agrarian movement grew dramatically in the ensuing years. By the late 1990s it was the most dynamic, well-organized social movement in Brazilian history. Drawing on extensive ethnographic research, Wolford compares the development of the movement in Brazil’s southern state of Santa Catarina and its northeastern state of Pernambuco. As she explains, in the south, most of the movement’s members were sons and daughters of small peasant farmers; in the northeast, they were almost all former plantation workers, who related awkwardly to the movement’s agenda of accessing “land for those who work it.” The MST became an effective presence in Pernambuco only after the local sugarcane economy had collapsed. Worldwide sugarcane prices dropped throughout the 1990s, and by 1999 the MST was a prominent political organizer in the northeastern plantation region. Yet fewer than four years later, most of the region’s workers had dropped out of the movement. By delving into the northeastern workers’ motivations for joining and then leaving the MST, Wolford adds nuance and depth to accounts of a celebrated grassroots social movement, and she highlights the contingent nature of social movements and political identities more broadly.

Peasant Rebellion in a Slave Society identifies the immediate and remote reasons for the Balaiada revolt in Maranhão, Brazil, analyzing the special characteristics of the region that favored the development of a relatively independent peasantry within and around the cotton, rice, cassava, and cattle estates. The book explores the demography of Maranhão and patterns of land ownership and documents the rapid degradation of the environment by plantation‐based export agriculture. The analysis of various types of coerced and free labor, the oligopolistic structure of the colonial economy, and the key determinants of class and status contextualizes the conflict potential in Maranhão during the first half of the nineteenth century. The “People of Color,” as they called themselves, and enslaved workers from plantations rose against a White and conservative elite, claiming their constitutional rights or their freedom. The central government in Rio de Janeiro had to dispatch considerable amounts of money and troops to defeat the insurrection and subject the province again to imperial rule and enslaved workers and peasants to the plantocracy. This richly illustrated volume will be of interest to students and scholars working on slavery in the Americas and the Atlantic world, as well as Brazilian history.
