Este texto es el resultado de un trabajo de investigacion para optar a la obtencion del grado de Doctor en Economia por la Universidad de Alcala, en Henares, Espana. La justificacion del estudio es doble: tiene que ver con un pais, Chile, y su zigzagueante camino hacia una sociedad mas descentralizada y por consiguiente mas democratica y, en opinion del autor, una sociedad entonces mas proxima al desarrollo contemporaneamente entendido y tiene que ver tambien con el cierre de un proyecto personal de vida, en su componente intelectual y academico. Se trata, por una parte, de generar un conocimiento social que permita avanzar mas rapido y con mayor eficiencia en la intervencion de una sociedad sobre si misma, en una recursividad que es pemanente: la sociedad se crea y recrea a si misma y crea y recrea sus propios mecanismos de auto intervencion en la busqueda continua de su propio desarrollo, del miltoniano paraiso perdido, generando un sendero en espiral en el cual el conocimiento cientifico acerca del cambio en el pasado permite empujar el cambio correcto en el futuro, en el marco del desarrollo como un proceso evolutivo de emergencias sistemicas."
