Migration and Decent Work: Challenges for the Global South takes a journey through nine countries in the global South—from Mexico to India to Argentina to Turkey—to explore the relationship between migration and work from a human rights perspective. Labor insertion is one of the most effective forms of integration because it allows migrants and refugees to enjoy more dignified living conditions, to contribute to the development of host communities, and to build relationships with the local population. But ensuring the right to work is a challenge for countries in the global South that have weak or developing economies and problems with job creation, which can force many people—not just migrants—to engage in precarious work and put themselves at risk of labor exploitation. Under these circumstances, advocating for migrants’ and refugees’ right to work is more urgent than ever. The recognition of decent work as a human right means that states may not pursue economic growth at the expense of the exploitation of migrants and refugees, but instead must seek to ensure opportunities and prosperity for all. In this regard, it is critical to foster discussions, such as the ones featured in this book, that facilitate the sharing of experiences and lessons learned on the labor conditions of migrants and refugees. The authors of the nine chapters in Migration and Decent Work are activists, academics, and members of civil society who have worked on the issue of migration from different angles and who address the challenge of migrants’ labor inclusion from an interdisciplinary and rights-based perspective. Their contributions offer an overview of migrants’ and refugees’ right to work in a range of countries in the global South based on an analysis of local contexts, public policies, and the everyday realities faced by these workers. In addition to offering local and global recommendations for ensuring the right to decent work for migrants and refugees, this book seeks to strengthen the human rights movement through collaboration and the sharing of experiences. This book examines the relationship between immigration, crime, police and politics in the city of Buenos Aires during the Cambiemos ("Let's Change") administration, which took place in Argentina between 2015 and 2019. It draws on semi-structured interviews with migrants to offer insights into interactions between police and migrants, narratives of police violence, police attitudes towards migrants, the nexus between police and politics and the perception of the vulnerability of the migratory community of belonging to police action. Using a mixed methods approach, it also draws on secondary quantitative data regarding police practices of detention of migrants and examines political discourses around the immigration-crime association. In essence, it discusses the changes in attitude of the police towards different ethnic-national groups during the administration Cambiemos. In this sense, it presents empirical research and methodological insights from the Global South.

This book analyzes how the increase in migration from other Latin American countries to countries of the American Southern Cone such as Brazil, Argentina and Chile has generated a crisis fueled by the emergence of hate discourses towards migrant populations. While extracontinental migration to Europe, North America and elsewhere has waned over the last decades, migration between Latin American countries has increased dramatically as a product of the differential development of the region’s economies, violence, and political turmoil. This book sets out to explain the effects of these trends by analyzing statistical data, official documents and ethnographic material gathered over a long period of research carried out throughout South America. The volume is divided in two parts. In the first part, it presents a theoretical contribution, synthesizing particularities of intraregional migration in Latin America, as well as the emergence of hate discourses towards migrant populations, developing approaches oriented towards a critical gender perspective. It also underlines important contributions that Latin American migration studies can make to current debates about migration across the globe. Estas relaciones también se vinculan con los procesos lingüísticos que, por ejemplo, tampoco se dan escindidos de lógicas de desposesión de territorios, en la que los abusos y explotación laboral, las estafas laborales, la trata laboral o con fines de explotación sexual, las desapariciones forzadas, no se dan sin un Estado que haga o deje de hacer, a través de sus fuerzas de seguridad, sus leyes, su aparato de justicia.

Se realiza un recorrido por nueve países del Sur Global desde México hasta la India y desde la Argentina hasta Turquía para debatir sobre la relación entre migración y trabajo desde un enfoque de derechos humanos. La inserción laboral es una de las formas más efectivas de integración pues le permite a las personas migrantes y refugiadas vivir en condiciones más dignas, contribuir al desarrollo de las comunidades de acogida y establecer relaciones con la población local. Sin embargo, garantizar el derecho al trabajo constituye un reto para los países del Sur Global que tienen economías débiles o en vías de desarrollo y problemas de generación de empleo, lo que puede condenar a muchas personas, no sólo migrantes, a trabajar en condiciones precarias y ser sujetos de explotación laboral. Ante estas circunstancias, abogar por la garantía del derecho al trabajo de las personas migrantes y refugiadas es más urgente que nunca. El reconocimiento del trabajo decente como un derecho humano, impone unas condiciones claras para el crecimiento económico global que no puede construirse a costa de la explotación de las personas migrantes y refugiadas, sino que deben promover oportunidades y prosperidad para todos. De ahí la importancia de promover discusiones, como las que propone este libro, que permitan conocer experiencias y lecciones aprendidas sobre las condiciones laborales de las personas migrantes y refugiadas. Las y los autores de los nueve artículos publicados en este libro son activistas, académicos, y miembros de organizaciones de la sociedad civil que han trabajado en el tema de migración desde distintos ángulos y que abordan el reto de la inclusión laboral y la garantía de un trabajo decente desde una mirada interdisciplinar. Sus contribuciones ofrecen un panorama general del derecho fundamental al trabajo de las personas migrantes y refugiadas en países del Sur Global, a partir de un análisis del contexto de sus países, las políticas públicas, y las realidades que enfrentan estos trabajadores y trabajadoras en el día a día.
