This volume of twelve essays focuses on two interrelated issues. First, it addresses the historical and cultural determinants that have given rise to what frequently has been described as “the French exception,” the unusually conflictual French political process inherited from the revolutionary past in the eighteenth and nineteenth centuries and its accompanying avant-gardism in artistic, literary, and philosophical practice, both of which distinguish France from other European countries. Second, the contributors assess the exhaustion of this tradition in recent years—noted prominently on the occasion of the celebration of the bicentennial of the Revolution in 1989—in a progressive “normalization” of French society that has been the final outcome of the liquidation of the colonial empire, the collapse of Marxism as a social force, and the integration of France into the European Union. In 1977 Walter Laqueur predicted accurately that 'the disputes about a detailed, comprehensive definition of terrorism will continue for a long time, they will not result in a consensus and they will make no notable contribution towards the understanding of terrorism.' Attempts to incorporate all the many manifestations of terrorism within a single definition were doomed from the start. The term terrorism has been applied across the whole spectrum of political violence, and over the centuries of history. It has been applied to times of war and of peace; to the actions of states, groups and individuals; to actions against liberal states and to actions against repressive states and dictatorships. To treat terrorism as a general concept separates the action from its context, and consequently from its intention and its justification; it therefore divorces it from its meaning. This is a bad start to any definition, given that its purpose is to illuminate the meaning. Almost a quarter of a century after Laqueur's prophetic words, Omar Malik's paper charts a route out of the definitional log-jam. It provides the important first steps both to understanding terrorism and to formulating a proper response.

The damage that has been done to the transatlantic alliance will not be repaired through grand architectural redesigns or radical new agendas. Instead, the transatlantic partners need to restore their consensus and cooperation on key security challenges with a limited agenda that reflects the essential conservatism of the transatlantic partnership during the Cold War and the 1990s. There will inevitably be big challenges, such as the rise of China, where transatlantic disparities in strategic means and commitments preclude any common alliance undertaking. Yet such limits are nothing new. The absence of a common transatlantic commitment to counter-insurgency in Iraq may cause resentments, but so too did the lack of a common commitment to counter-insurgency in Vietnam. This Adelphi Paper suggests ten propositions for future transatlantic consensus – that is to say, ten security challenges for which the allies should be able to agree on common strategies. These run the gamut from an effective strategy to prevent Iran from developing a nuclear weapons capability to transatlantic leadership for international cooperation against global warming. If pursued with seriousness and a reasonable degree of transatlantic unity, these propositions could constitute the foundations of an effective partnership. They are, in the authors’ view, the basis for a consensus on the most pressing security challenges of the twenty-first century. The time is right for this kind of serious rededication to alliance purposes. There has already been some effort to repair the damage; moreover, new leaders are in place or coming to the countries that were major protagonists of the transatlantic crisis: Germany, France, Britain and, in 2009, the United States. It is possible that these four new leaders will be better able to put the disputes of the recent past behind them. This extended essay is a guide to the possibilities, and also the limits, of a new start.
