From an early age, growing up during the Vietnam era in the Washington, D.C., metro area, the author was affected by the terrorism of the day. Friends, associates, and neighbors were impacted in one way or another. One neighbor was taken hostage in Beirut, Lebanon, years prior to the Iran hostage crisis and 9/11/01. In this volume, Patrick J. Pacalo puts to work the skills he learned as a student of political science and history; as a Strategic Studies Institute (SSI) intern; and as an intelligence officer in the U.S. Army Reserve during Desert Storm. According to CIA analysis in 1981: "without indirect Soviet assistance many terrorist groups would find their operations severely hampered." There existed Soviet-directed terrorism and quasi-independent terrorist groups. This book represents information and analysis. The reader is free to reflect and decide if the winding down of some groups, while the Soviet state disintegrated, was coincidental.

Two decades ago affairs between the United States and Cuba had seen little improvement from the Cold War era. Today, U.S.-Cuban relations are in many respects still in poor shape, yet some cooperative elements have begun to take hold and offer promise for future developments. Illustrated by the ongoing migration agreement, professional military-to-military relations at the perimeter of the U.S. base near Guantánamo, and professional Coast Guard-Guardafrontera cooperation across the Straits of Florida, the two governments are actively exploring whether and how to change the pattern of interactions. The differences that divide the two nations are real, not the result of misperception, and this volume does not aspire to solve all points of disagreement. Drawing on perspectives from within Cuba as well as those in the United States, Canada, and Europe, these authors set out to analyze contemporary policies, reflect on current circumstances, and consider possible alternatives for improved U.S.-Cuban relations. This book traces the evolution of the UN Security Council’s actions against terrorism and extremism. The work examines the progression of the UN Security Council’s fight against international terrorism and its development of practices to prevent radicalisation and extremism. It also looks at the consequences of these processes and how they have deeply moulded global counter-terrorism. The book looks at the discursive construction of a global threat and tracks how this construction evolved in relation to the Council’s establishment of legal practices and bodies, and by its Members’ discourses. It argues that the very specific definition the Council provided on international terrorism in the 2000s is profoundly shaped by global hegemonies, relations of power shaping the international community, and its own identity. To demonstrate this, it offers a long genealogical perspective of the structure of the UN since the 1930s and then focuses specifically on the developments taking place in the 2000s. The book thus looks at the Security Council’s fight against international terrorism as a global, globalised, and globalising enterprise. This book will be of much interest to students of critical terrorism studies, security studies, global governance, and International Relations.
