Thirty-six essays from 2000 to 2009 chronicling America's struggles with terrorism and freedom. The first of these essays was written over a year before the events of 9/11/01. The last was written in 2009. The second was written the day of 9/11 and published the next week. These essays and articles are a kind of chronological examination of U.S. involvement in Afghanistan and Iraq and the consequences for life here in the United States post 9/11. You may judge for yourself with the hindsight of history how accurate were my analyses, predictions, and descriptions of these events of the past decade and a half. With its double-edged title, The War on Freedom traces the 9/11 plot back years before the Bush administration. The recipe for such an outrage appeared thinly veiled in a 1997 study by Zbigniew Brzezinski, who proclaimed the imperative to occupy Central Asia - although there was no way to mobilize political support, "except in the circumstance of a truly massive and widely perceived direct external threat." Done on 911! From there, the plot thickens to the consistency of cement. FBI agents knew in advance all key details of the WTC bombing. The idea of using planes as bombs was first hatched by the CIA itself in 1993. Intriguing business connections between the bin Laden and Bush families. Al-Qaeda was completely infiltrated by Western intelligence, the CIA itself supplied the encryption for bin Laden's communications. Amazing arrangements were made to allow the hijackers to attend flight schools and even terrorist training at CIA facilities in the U.S. An excess of treachery.

Located within wider debates about ‘security versus liberty’ in our post 9/11 world, the book analyses the new landscape of UK counter terrorism powers and offences and focuses upon the deleterious consequences of the so-called ‘war on terror’ on freedom of political expression and association. Questioning the compatibility of recent speech-limiting measures with liberalism’s established commitment to free speech and international human rights norms, the book takes a critical look at new powers to proscribe ‘extremist’ political parties, possession offences and other criminal controls (eg. Official Secrets Act prosecutions) as well as new offences such as ‘glorification’ of terrorism. Less visible, extra-legal forms of censorship are also evaluated. The monograph concludes by asking how a more vigorous defence of unorthodox and unpopular forms of expression might be safeguarded in the UK.

A former Deputy Attorney General of the United States argues that we must preserve our civil liberties and democratic values while fighting terrorism. On September 11, 2001, the United States began to consider the terrorist threat in a new light. Terrorism was no longer something that happened in other countries on other continents but became a pressing domestic concern for the US government and American citizens. The nation suddenly faced a protracted struggle. In Terrorism, Freedom, and Security, Philip Heymann continues the discussion of responses to terrorism that he began in his widely read Terrorism and America. He argues that diplomacy, intelligence, and international law should play a larger role than military action in our counterterrorism policy; instead of waging "war" against terrorism, the United States needs a broader range of policies. Heymann believes that many of the policies adopted since September 11--including trials before military tribunals, secret detentions, and the subcontracting of interrogation to countries where torture is routine--are at odds with American political and legal traditions and create disturbing precedents. Americans should not be expected to accept apparently indefinite infringements on civil liberties and the abandonment of such constitutional principles as separation of powers and the rule of law. Heymann believes that the United States can guard against the continuing threat of terrorism while keeping its traditional democratic values in place.

In the wake of the September 11 attacks, Americans were confronted with a new kind of war and a new kind of danger. After the strikes, institutions were created to mobilize the domestic response to potential terrorist threats and Congress passed legislation giving the president broad powers to fight terrorism and to provide heightened security for the nation. In this timely work, a team of experts addresses the question of how a democracy faces the challenge of balancing legitimate homeland security concerns against the rights and freedoms of its citizens. They evaluate the measures introduced in the aftermath of 9/11 and assess the far-reaching consequences of those changes for American politics and society.

In each generation, for different reasons, America witnesses a tug of war between the instinct to suppress and the instinct for openness. Today, with the perception of a mortal threat from terrorists, the instinct to suppress is in the ascendancy. Part of the reason for this is the trauma that our country experienced on September 11, 2001, and part of the reason is that the people who are in charge of our government are inclined to use the suppression of information as a management strategy. Rather than waiting ten or fifteen years to point out what's wrong with the current rush to limit civil liberties in the name of "national security," these essays by top thinkers, scholars, journalists, and historians lift the veil on what is happening and why the implications are dangerous and disturbing and ultimately destructive of American values and ideals. Without our even being aware, the judiciary is being undermined, the press is being intimidated, racial profiling is rampant, and our privacy is being invaded. The "war on our freedoms " is just as real as the "war on terror "-and, in the end, just as dangerous.
