We are supposed to wage war against Terrorism - but exactly what we are fighting against in this war, there is nearly no consensus about. And, much worse, nearly nobody cares about this conceptual disaster - the main thing being, whether or not you are taking sides with the good guys. This volume is an analytical attempt to end this disaster. What is Terrorism? Are terrorist acts to be defined exclusively on the basis of the characteristics of the respective actions? Or should we restrict such actions to acts performed by non-state organisations? And, most important, is terrorism already by its very nature to be morally condemned? But, having a clear idea of what Terrorism is, would be only the beginning. Rational moral assessment still needs two further components: The relevant facts; and the relevant values and norms. Now, in a field where systematic disinformation has been even proclaimed to be the official policy, facts are obviously very hard to get at. Particularly in the aftermath of the 9/11 terrorist attack, the threat of terrorism, however, defined, has been invoked as a common ‘justification’ in the pursuit of remodelling policies, laws, and institutions, both at the international and in the domestic politico-legal showground. The broader central theme that this book explores is the normative vibe under which the present-day counterterrorism discourse is construed and sculpted in the legislative and institutional structures of an authoritarian state where the political power and government institutions are functioning under a single-party-monopolised system. Presenting the Ethiopian legislative and institutional frameworks as a case study, the book critically reflects on the extent that the international legal and/or institutional counterterrorism response is sensitised in a manner lessening the risk of conflating authoritarian regime’s unbearable reactions to citizens’ legitimate demands and resistances against its repression vis-àvis that of its response to the common threat of international terrorism. In particular, the book ponders whether or not the range of the substantive and procedural aspects of the Ethiopian antiterrorism legislative and institutional frameworks are wrought to fit into the main objectives and standards that emanate from the pertinent international laws relating to terrorism and the international human rights law as well as the domestic constitutional law maxims.

In The Meaning of Terrorism, C. A. J. Coady clarifies competing and confusing definitions of terrorism, and of terrorist acts, that proliferate in specialist publications as well as in popular discourse. Coady aims to construct a concept of a terrorist act that both reflects a central core of these different understandings, which provides for a more coherent and fruitful discussion of terrorism and its moral and political significance. The goal is therefore not only to gain clarity about what the term designates, but also to probe various dimensions of the moral meaning of our understanding of terrorism for complex social and political circumstances. The opening chapters sketch the commonly propounded definitions, and propose what Coady calls a "tactical definition", with a focus on terrorist acts as violent attacks upon non-combatants or innocents. The benefits of such an approach are laid out, and defences against numerous objections that can be and have been made to it are given. The book critically discusses theorists who argue that, independent of its definition, terrorist acts have a special, and profoundly disturbing, moral significance. Coady explores the scope and meaning of non-combatant status and its relation to recent controversies in the philosophy of war, and discusses important attempted philosophical defences of terrorism for certain contexts. The book closes with a discussion of the moral challenges facing attempts at counter-terrorism, and examines the commonly held view that religion is particularly prone to cause terrorism or some of its most extreme manifestations.

International Law and New Wars examines how international law fails to address the contemporary experience of what are known as 'new wars' - instances of armed conflict and violence in places such as Syria, Ukraine, Libya, Mali, the Democratic Republic of Congo and South Sudan.
