Terrorism, Gender and Women: Towards an Integrated Research Agenda encourages greater integration of gender-sensitive approaches to studies of violent extremism and terrorism. This book seeks to create and inspire a dialogue among scholars of conflict, terrorism and gender by suggesting the necessity of incorporating gender analysis to fill gaps within, and further enhance, our understanding of political violence. The chapters featured in the book interrogate how recent developments in the field– such as the proliferation of propaganda and online messaging, the "decline" or shifting presence of ISIS, the continued "rise" of far-right extremism, and the changing roles of women in political violence – necessitate a gendered understanding of radicalisation, participation, and of strategies to counter and prevent both violent extremism and terrorism. Taken together, they encourage a discussion of new ways in understanding how women and men can be affected by terrorism and violent extremism differently, and how involvement can often be influenced by highly gendered experiences and considerations. The chapters in this book were originally published as a special issue of the journal, Studies in Conflict & Terrorism.

In the last decade the world has witnessed a rise in women's participation in terrorism. Women, Gender, and Terrorism explores women's relationship with terrorism, with a keen eye on the political, gender, racial, and cultural dynamics of the contemporary world. Throughout most of the twentieth century, it was rare to hear about women terrorists. In the new millennium, however, women have increasingly taken active roles in carrying out suicide bombings, hijacking airplanes, and taking hostages in such places as Palestine, Iraq, Afghanistan, Sri Lanka, Lebanon, and Chechnya. These women terrorists have been the subject of a substantial amount of media and scholarly attention, but the analysis of women, gender, and terrorism has been sparse and riddled with stereotypical thinking about women's capabilities and motivations. In the first section of this volume, contributors offer an overview of women's participation in and relationships with contemporary terrorism, and a historical chapter traces their involvement in the politics and conflicts of Islamic societies. The next section includes empirical and theoretical analysis of terrorist movements in Chechnya, Kashmir, Palestine, and Sri Lanka. The third section turns to women's involvement in al Qaeda and includes critical interrogations of the gendered media and the scholarly presentations of those women. The conclusion offers ways to further explore the subject of gender and terrorism based on the contributions made to the volume. This book examines the role of gender in political conflicts worldwide, specifically the intersection between gender and terrorism. Political violence has historically been viewed as a male domain with men considered the perpetrators of violence and power, and women as victims without power. Whereas men and masculinity are associated with war and aggression, women and femininity conjure up socially constructed images of passivity and peace. This distinction of men as aggressors and women as passive victims denies women their voice and agency. This book investigates how women cope with and influence violent politics, and is both a descriptive and analytical attempt to describe in what ways women are present or absent in political contexts involving political violence, and how they deal with gender assumptions, express gender identities, and frame their actions regarding political violence encountered in their lives. The book looks to reach beyond the notion of women as victims of terrorism or genocide without agency, and to recognize the gendered nature of political conflicts and how women respond to violence. The equality between man and woman is considered a given fact. However, in regards to terrorism, the difference in gender is still considered an issue, and femininity and masculinity plays a role. The gender theory, the significance of being a man or a woman, has gone into new dimensions, by affecting fundamental Islam and giving terrorism a new identity. Years ago, the occurrence of suicide bombings was considered the embodiment of “evil“, and had evoked from the public consternation and incomprehension. Today, these one-time occurrences have become a recurrent trend, known as a martyr phenomenon, heard daily on news. Up until recently, most of the suicide bombers, known as “Shahids”, were men who committed the act in order to be remembered in history and upon being promised that it will lead them to paradise. However today we see more and more women, especially Muslim/Islamic women, who decide to die as “female martyrs”. Since the attack on the World Trade Center in September 11, 2001, terrorism has become a matter of every-day public issue, discussed as one of the top topics in daily news. However, these discussions rarely focus on the implication of gender on the issue, and Islamic terrorism is intuitively perceived as “masculine” rather than “feminine”. When the issue of gender in the Islamic world is finally brought up, the focus is usually around the political and domestic oppression of woman, an issue that has been analyzed thoroughly by political scientists, legal practitioners and historians from all perspectives. However, rarely is the feminine role, or lack thereof, discussed in the pretext of terrorism. No public emphasis has been given to the question, of how is it possible that these all-around oppressed women, whose role in their society, by stereotype, is to be the caring housekeeper - to give birth to children, to stand for values like education, etc. - have suddenly taken the role that has long been reserved for men, by turning to violence and volunteering for suicide missions. It begs the question, does terrorism have a gender? Is terrorism a “masculine” means, increasingly utilized by Islamic women to raise their low standing in society and achieve liberation?

Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities.
