This comprehensive study of terrorism in India s North-East is the result of the author s personal experience of combating terrorism in the Naga hills and the Mizo Hills during his extended tenures in the area, followed by long years of secondary research after his retirement. Ironically, the insurgency-terrorism in the North-East can be linked to India s Independence. In the first flush of glow of the Freedom, every tribe got conscious of their identity and wanted to vigorously preserve it. Most of the tribes wanted a place in the sun through secessionist, or the very least, autonomy movements, which became violent in the course of time. Dealing with the terrorism in the North-East is not an easy proposition, given its diversity (ethnic, racial, religious and linguistic), size, history and geography. If India is a microcosmic world, the North-East is microcosmic India. Of the 5, 653 communities in India, 653 are tribal of which 213 are indigenous to the North-East. Democratic India has shown maximum possible accommodation to tribal communities. But it has not been easy dealing with them. Even issues settled decades back threaten to come unstuck. Two apt examples will do. After long and sustained struggle, the Khasis and Garos got Meghalaya, a state of their own and now the Garos want Garoland to be carved out of this small state. Again, the smaller tribes in Mizoram want a Union Territory (UT) of their own within that State. It is no secret that a UT is but penultimate stage on way to demand for a full-fledged state of the Union. All this shows the problems of dealing with terrorism in the North-East. All these have been comprehensively covered in the book. Being the first of its kind, given its wide-ranging contents and sheer size, it is a unique, multi-volume book to hit the market.

Northeast India comprises of seven states – Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Tripura. This region has been the theatre of insurgency and ethnic-based armed conflicts for more than half a century making the region one of South Asia’s most disturbed areas. The instability in Northeast India is characterized by two distinct factors – ethnic clashes among the indigenous groups and political movement against the Union Government. The conflicting dynamics in the Northeast ranges from insurgency for secession to insurgency for autonomy, from terrorism to ethnic clashes, to problems of continuous inflow of migrants and the fight over resources. Moreover, vested interests and inter tribal and inter factional rivalry have led militant groups to continually clash among themselves, plunging the region in a vicious cycle of militancy, social violence and lack of economic growth. These armed conflicts have given impetus to small arms proliferation, narcotics trade and a parallel economy. The democratic deficits and how the Central Government and the states have addressed these concerns are of interest. The location of the region, politically and geographically, has a fundamental bearing on it and its people who aspire for different goals and how they try to reach these goals. The region shares borders with four countries: Myanmar, Bhutan, Bangladesh and Tibet/China and is connected to the Indian mainland by a narrow stretch of land. This adds to the trans – border ramifications to the conflicts. To address these issues CSA with the help of Centre for Northeast Studies and Policy Research, Guwahati engaged a few experts who have contributed papers which were presented at the Seminar in New Delhi in July 2010 and the same stand published through this book.

The Northeast Indian borderlands, a cultural crossroads between South, Southeast and East Asia, constitute an important post-colonial exception to the narratives of nation, troubling the common perception of India as an ostensibly liberal regime. This book is the first to consider the representations of the effects of political terror and survival in contemporary literature from Northeast India. Fictions from this polyglot region offer alternative representations that show the post-colonial nation-state to engage in acts of aggression that parallel colonial regimes. The militarization of everyday life and the subsequent growth of cultures of impunity has left a lasting impact on ordinary existence in this border zone. Like in the much more widely discussed case of Kashmir, the governance of the Northeast region is not characterized so much by the management of life, the domain of what Michel Foucault calls biopolitics, but rather around the preponderance and distribution of death, what the postcolonial critic Achille Mbembe calls necropolitics. Not surprisingly, along with Mbembe’s theorizations, the influential works of the Italian philosopher, Giorgio Agamben, on 'bare life' have provided fruitful pathways to a study of the sovereign politics of death and political terror in this region. The author draws upon the conceptual literature on political terror and sovereign power through a reading of Anglophone fictions alongside Assamese fictional narratives (all published after 1990), but shifts the onus from the 'why' of violence to the 'how' of lived experience. An original study of contemporary survivalist fictions that explores survival under conditions of civil and military threat, this book is a valuable contribution to the field of contemporary global literature focusing on cartographies of death and sovereign terror and postcolonial literature.
