The public authorities have not successfully resolved the management of the traumatic memory of the wars, dictatorships and massacres to which the European project was always intended to be a counterpoint. The conflict of memories and the public discourses about the past are latent on ideological, political and cultural levels. However, if in the past the conflict concerning memories tended to develop inside the borders of countries, it has now leapt into the European arena. This has also led to the confrontation and questioning of the great narratives established in the common memory, especially with countries of the East joining the European Union. Each community, group or nation maintains common memories that do not always fit in or converge with a general overall account. The origins of the UB Solidarity Foundation’s European Observatory on Memories lie in these debates, and through this book — which includes the contributions of specialists in multiple disciplines and the speeches that were given at the first international symposium, “Memory and Power: A Transnational Perspective” — it hopes to present some of the key challenges that this conflict of memories has in store for us in the present and in the future.

This volume presents an interdisciplinary analysis of the practice of disappearances in Mexico, from the period of the so-called ‘dirty war’ to the current crisis of disappearances associated with the country’s ‘war on drugs’, during which more than 80,000 people have disappeared. The volume brings together contributions by distinguished scholars from Mexico, Argentina and Europe, who focus their chapters on four broad axes of enquiry. In Part I, chapters examine the phenomenon of disappearances in its historical and present-day forms, and the struggles for memory around the disappeared in Mexico with reference to Argentina. Part II addresses the political dimensions of disappearances, focusing on the specificities that this practice acquires in the context of the counterinsurgency struggle of the 1970s and the so-called ‘war on drugs’. The third section situates the issue within the framework of human rights law by examining the conceptual and legal aspects of disappearances. The final chapters explore the social movement of the relatives of the disappeared, showing how their search for disappeared loved ones involves bodily and affective experiences as well as knowledge production. The volume thus aims to further our understanding of the crisis of disappearances in Mexico without, however, losing sight of the historic origins of the phenomenon.

Puesto que el concepto de terrorismo cumple múltiples funciones, la mejor manera de pensar en el terrorismo es concibiéndolo no como un delito sino como una dimensión diferente del delito, una versión agrandada y más peligrosa del delito, una clase de súper-delito que incorpora algunas de Las características de La guerra. Existen al menos diez factores primarios que recaen sobre el terrorismo: La violencia; la intención requerida; La naturaLeza de Las víctimas; la conexión del delincuente con el Estado; La justicia y el motivo de su causa; el nivel de La organización; el elemento teatral; y, la ausencia de remordimiento. Sin embargo, de estas variables no se puede derivar una definición simple (ni siquiera una compleja) de terrorismo. La razón es que no todos los factores se presentan al mismo tiempo. Cualquier propuesta de definición produce contraejemplos. Por Lo tanto, la manera de pensar en el terrorismo es estar consciente de todos Los factores relevantes, pero no esperar que todos se presenten en un caso particular. Los casos específicos de terrorismo están relacionados de La manera en que Los miembros de una familia están relacionados. La mayoría, pero no todos, pueden tener la misma forma de los ojos. Otros pueden tener en común La forma de la nariz o el color del pelo; otros tantos pueden ser altos o bajos. Se debe intentar ilustrar una serie de conjuntos superpuestos en La cual ningún conjunto se cruza con Los otros. Esta es la manera en que operan nuestras intuiciones sobre el terrorismo.
