Annotation The Heavily Indebted Poor Countries (HIPC) Debt Initiative, a major innovation in development finance, was designed to relieve the high external debt of some of the worldA'-s poorest nations. The Initiative was put in place by the World Bank and the International Monetary Fund (IMF) in 1996 and enhanced in 1999. The HIPC Debt Initiative addresses a key obstacle to economic growth and poverty reduction, but it also contains multiple and overly-ambitious objectives. Debt Relief for the Poorest is an independent evaluation which assesses the progress and prospects of the HIPC Debt Initiative achieving its objectives. This review makes recommendations which address the strategic issues confronting the Initiative.

"In Colombia, the beginning of a new century has brought with it a palpable feeling of optimism. Colombians and visitors sense that the country's considerable potential can be realised, and education is rightly seen as crucial to this process. As opportunities expand, Colombians will need new and better skills to respond to new challenges and prospects. The government is therefore determined to address key challenges confronting tertiary education in the country: expanding enrolment and improving equity, increasing quality and relevance, and making governance and finance more responsive. Colombia has more than a decade of progress under its belt, and the energy to reach ambitious policy goals. Getting there in practice will involve dialogue and consensus-seeking among all stakeholders, as well as new resources and new rules."--Publisher's description.

Inequality of educational opportunities (IEO) is a recurring topic in both public debate and academic research. This book contributes to the contemporary discussion on IEO with a focus on individual trajectories over the life course. It provides empirical evidence on the magnitude and the mechanisms of IEO in Colombia, a country with extreme, persistent levels of social inequality. Using national administrative databases, the author examines the effect of social origin on academic and labor market outcomes among university graduates. Drawing on a comprehensive theoretical approach to stratification and higher education, this volume discusses how the interaction between family background and segmentation of educational institutions might influence individuals’ outcomes. As such, it will appeal to scholars, policy makers, and practitioners with interests in education, social inequality, social policy, higher education research, and international/comparative education.

With the support of the ACCES (Acceso Con Calidad a la Educacion Superior, in Spanish) Project Colombia shifted its tertiary education policy, implementing comprehensive reforms to improve equity of tertiary education. The result of this shift has been impressive: enrollment in tertiary education increased by 30 percent in the last 3 years. The project has contributed to improved access to tertiary education for the poor through three direct outcomes: 1) the availability of student loans for low-income students was markedly improved by the project; 2) the support to doctoral programs has dramatically increased the number of Colombian doctoral students and programs; and 3) the institutional capacity of the Ministry of Education has increased substantially.
