Essay from the year 2010 in the subject Politics - International Politics - Topic: European Union, grade: 1,7, King s College London, language: English, abstract: The Common Agricultural Policy (CAP) has been the centre of controversy throughout its history and has proven highly expensive and difficult to reform. The CAP remained almost entirely unchanged from its establishment at the Stresa Conference in July 1958 during more than 30 years and then was substantially reformed between 1992 and 2003. For many years with the status of the only common European Community policy governed by EU institutions, CAP is predisposed to complexity, which stems from the original policy design. Chapter 3 seeks to answer the question: 'What was the motivation for setting up the initial CAP design', which can give insight of the reform steps in the light of the initial policy base. By taking account of the context in which the CAP is implemented, namely the European integration, domestic developments and exogenous factors, Chapter 4 attempts to grasp the dynamics of the three major CAP reforms: MacSharry reform, Agenda 2000, and Fischler reform. The next chapter identifies the determinants of CAP reform. In line with the historical institutionalist perspective, Chapter 6 discusses causes for path dependence and policy feedback mechanisms. Finally, in regard to the growing use of the notion 'European agricultural model', the final chapter answers the question of whether the subsequent CAP reforms led to a policy paradigm shift.

The Common Agricultural Policy (CAP) is a unique agricultural policy worldwide. For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European ‘public goods’ such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO? This book was published as a special issue of the Journal of European Integration.

This book offers a comprehensive analysis of the Common Agricultural Policy which imposes high costs on taxpayers and consumers yet has proved very difficult to reform. Particular emphasis is placed on new developments affecting the shape of the CAP, including the outcome of the GATT Uruguay Round negotiations, Eastern enlargement, and developments in environmental policy. A distinctive feature of the book is the attention given to situating European agriculture within its global context and in relation to the food processing and agricultural supply industries.

The report details the first part of the Committee's inquiry into the implementation of reforms to the Common Agricultural Policy (CAP), agreed by EU Agriculture Ministers in June 2003. It focuses on the ending of the direct link between farm subsidies and production through a decoupled farm payment, and in particular, the Government's decision to adopt a 'dynamic hybrid' model of single farm payment. The Committee raises concerns about the economic and environmental impacts of this model, and calls for further research to examine potential and actual distortions caused by it. The report also questions the capacity of the Rural Payments Agency to deliver the new Single Payment Scheme.

The volume offers to the reader a multi-faceted dialogue between noted experts from two major agricultural countries, both founding members of the Word Trade Organisation, each one with different stakes in the great globalisation game. After providing the recent historical background of agricultural policies in India and France, the contributors address burning issues related to market and regulation, food security and food safety, the expected benefits from the WTO and the genuine problems raised by the new forms of international trade in agriculture, including the sensitive question of intellectual property rights in bio-technologies. This informed volume underlines the necessity of moving beyond the North-South divide, in order to address the real challenges of the future.
