The series of major economic shocks since 2020 has added to longstanding development challenges, with low-income and fragile countries affected the most. The negative economic impact of the COVID-19 pandemic, the spillovers from the war in Ukraine, and the tightening of international financial conditions after 2022 have added to preexisting structural obstacles weighing on economic and social progress in developing countries. While some of these factors have subsided since 2023, the escalation of trade tensions at the beginning of 2025, and the resulting impact on global growth and international financial conditions, including elevated uncertainty and significant downside risks weighing on the outlook, have again negative implications for most developing countries. In addition, natural disasters, climate and demographic challenges, geopolitical tensions, political instability, and conflicts, can be expected to add further to the challenges, even though some developments, including artificial intelligence and digitalization, may be beneficial. That said, while developing countries share many characteristics, increasing heterogeneity in their economic conditions and exposures to risks calls for appropriate differentiation in countries’ policy and reform agendas, as well as in the support from the international community. Particular attention must be paid to the situation of the poorest and fragile countries.

Global growth is projected to remain broadly steady this year and next, but the outlook is subject to elevated uncertainty as significant policy changes are underway in major economies and ongoing wars and conflicts continue to impose a heavy humanitarian and economic toll. Medium-term growth prospects remain tepid, largely held back by weak productivity, and public debt is high in many countries. The low-growth, high-debt outlook could stifle job creation, and leave countries exposed to future shocks and with limited room to finance essential investment. For EMDEs, it would also set back prospects for their convergence to higher income levels and, for vulnerable countries, exacerbate challenges from high debt service payments and elevated development needs. Transformative changes—including digitalization/AI, demographic shifts, and climate transitions—are reshaping the world economy, creating both challenges and opportunities, including for jobs, productivity, and innovation.

The Budget sets out the Government's plans for taxation, public spending and economic growth for the coming year. Details announced include: an annual growth rate of 2.5 per cent for 2006-07 with a forecast of 2.75 to 3.25 per cent for 2007-08; an inflation rate of two per cent this year; and public sector borrowing on course for a £16bn surplus over the economic cycle ending in 2010-11, with net borrowing set at £37 billion for this year and £36 billion next year, falling to £23 billion in the year to 2010-11. Measures announced in the 2006 Budget include: i) the climate change levy to be indexed in line with inflation from 2007, a new vehicle excise duty rate of £210 for the least fuel efficient cars (4x4 cars or SUVs) and the establishment of a new £1bn energy and environmental research institute funded by government and private industry; ii) measures to help to single parents into work and tackle child poverty including an increase in child benefit, child tax credit and childcare vouchers and a top-up to child trust fund accounts at the age of seven; iii) an increase in duty of nine pence on cigarettes and one pence on beer, with a freeze in duty on whisky and other spirits; iv) the exemption on stamp duty raised to £125,000 and a rise in the level of inheritance tax from £275,000 to £325,000; v) the level of investment in schools to rise from £5.6 billion to £8 billion a year; vi) free off peak national bus travel for pensioners in every part of the country; and vii) funding, in partnership with commercial sponsorship, to support top athletes to prepare for the 2012 Olympics.

The 1944 Bretton Woods conference created new institutions for international economic governance. Though flawed, the system led to a golden age in postwar reconstruction, sustained economic growth, job creation, and postcolonial development. Yet financial liberalization since the 1970s has involved deregulation and globalization, which have exacerbated instability, rather than sustained growth. In addition, the failure of Bretton Woods to provide a reserve currency enabled the dollar to fill the void, which has contributed to periodic, massive U.S. trade deficits. Our latest global financial crisis, in which all these weaknesses played a part, underscores how urgently we must reform the international financial system. Prepared for the G24 research program, a consortium of developing countries focused on financial issues, this volume argues that such reforms must be developmental. Chapters review historical trends in global liquidity, financial flows to emerging markets, and the food crisis, identifying the systemic flaws that contributed to the recent downturn. They challenge the effectiveness of recent policy and suggest criteria for regulatory reform, keeping in mind the different circumstances, capacities, and capabilities of various economies. Essays follow ongoing revisions in international banking standards, the improved management of international capital flows, the critical role of the World Trade Organization in liberalizing and globalizing financial services, and the need for international tax cooperation. Policy ownership of development agenda emerged as an important aspect in international development cooperation during the 1990s in the wake of evident failures of reform initiatives in developing countries steered by donor agencies, particularly the international financial institutions (IFIs), the World Bank (WB) and the International Monetary Fund (IMF). The principal focus of this book is to examine Bangladesh’s policy ownership in its PRSP by broadly analyzing the dynamics in the formulation process and examining the principal actors’ contribution to the formulation process. This book also deals with several other dimensions of foreign aid and its changing features including the shifts in WB-IMF’s approach to development cooperation. This book argues that the WB-IMF strongly influence Bangladesh’s development strategies and agendas and in general the WB-IMF have not changed much in their aid relationship despite clear limitations of their previous reform models. Building on Bangladesh’s current level of development the book advocates that Bangladesh needs to adopt a new model for development agenda setting. Illustrating the influences of donor communities on the creation of development strategies in developing countries, this book presents a macro dynamics of the political economy of international development cooperation.
