To this end, this book investigates Prime Minister Abe’s policy-making process of the Peace and Security Legislation, which transformed Japan’s security policy and enabled Japan to exercise the right of ‘collective self-defense’, which used to be ‘unconstitutional’. This book evaluates the implications of the Peace and Security Legislation on three fronts, domestic, bilateral, and international, by analyzing Japan’s Ballistic Missile Defense (BMD) program, the Japan-US alliance system, and Japan’s policy on international peacekeeping operations in South Sudan. The book offers a study of a fascinating political personality, that of Japanese prime minister Abe Shinzôō (2012-2020). Abe's political career was boosted by his predecessor Koizumi Jun.ichirōô and he seemed extremely promising at 51 when he rose to become the youngest Cabinet Secretariat chief, however once in power in 2007 he disappointed by resigning after only one year. Yet, he rose again in 2012 to become the longest-serving prime minister of Japan's history since the end of the Meiji Era (1868-1912), when Japan went through a radical process of modernisation and westernisation, becoming a major military and imperialist power in the process. Over the course of the twentieth century, Japan has experienced a radical shift in its self-perception. After World War II, Japan embraced a peaceful and anti-militarist identity, which was based on its war-prohibiting Constitution and the foreign policy of the Yoshida doctrine. For most of the twentieth century, this identity was unusually stable. In the last couple of decades, however, Japan’s self-perception and foreign policy seem to have changed. Tokyo has conducted a number of foreign policy actions as well as symbolic internal gestures that would have been unthinkable a few decades ago and that symbolize a new and more confident Japan. Japanese politicians – including Prime Minister Abe Shinzō – have adopted a new discourse depicting pacifism as a hindrance, rather than asset, to Japan’s foreign policy. Does that mean that “Japan is back”? In order to better understand the dynamics of contemporary Japan, Kolmaš joins up the dots between national identity theory and Japanese revisionism. The book shows that while political elites and a portion of the Japanese public call for re-articulation of Japan’s peaceful identity, there are still societal and institutional forces that prevent this change from entirely materializing.

The post-Cold War era has been difficult for Japan. A country once heralded for evolving a superior form of capitalism and seemingly ready to surpass the United States as the world’s largest economy lost its way in the early 1990s. For the past sixty years, the U.S. government has assumed that Japan's security policies would reinforce American interests in Asia. The political and military profile of Asia is changing rapidly, however. Korea's nuclear program, China's rise, and the relative decline of U.S. power have commanded strategic review in Tokyo just as these matters have in Washington. What is the next step for Japan's security policy? Will confluence with U.S. interests—and the alliance—survive intact? Will the policy be transformed? Or will Japan become more autonomous? Richard J. Samuels demonstrates that over the last decade, a revisionist group of Japanese policymakers has consolidated power. The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. It left its successor, the Abe government, to further define and legitimate Japan's new grand strategy, a project well under way-and vigorously contested both at home and in the region. Securing Japan begins by tracing the history of Japan's grand strategy—from the Meiji rulers, who recognized the intimate connection between economic success and military advance, to the Konoye consensus that led to Japan's defeat in World War II and the postwar compact with the United States.
