Over the past ten to fifteen years the police in many Western European countries have undergone a series of profound organisational changes. The police now appear to operate at a greater distance from citizens, they are more impersonal and decontextualized and have become more dependent on digitalised data systems. These changes are captured through the concept of the 'abstract police' and in this international collection of essays, leading policing scholars use this concept to make sense of contemporary changes to police organisations. Drawing on empirical evidence from a wide range of policing contexts, the individual chapters address major questions about current developments in policing: How are police organisations being shaped by the social, cultural, technological and political contexts in which they operate? How does the concept of the abstract police help understanding of the complex interplay between change and continuity in policing? Is the emergence of an abstract police the unintended outcome of processes of rationalization or a deliberate response to the new complexities of late modernity?

Smart societies pose new challenges for police organizations. Demands for more efficiency and effectiveness test police organizations which are often resistant to change. This book uses the concept of the abstract police to describe the way in which police organizations have tried to adapt to these new evolutions and the consequences. The chapters stem from a conference called “Street Policing in a Smart Society” which sought to frame and analyse these developments in policing. This book gives an overview of the empirical research regarding police discretionary decision-making worldwide through 2022 by means of a scoping review. In total, eleven databases were searched and 15,193 publications have been assessed in terms of relevance for this topic, with 1,563 of these being assessed more thoroughly. The shortlist consists of 526 publications. It answers the following questions: What is the amount of available research concerning police decision-making and what are its characteristics? How and where is police decision-making studied? Which crime phenomena are studied? Which types of decisions are studied? Which factors impact police discretion? Overall, the scoping review summarizes the available empirical research on police discretion and helps understand police decision-making processes. These findings are then used to discuss the current scholarship and give recommendations concerning research (e.g. which decision-making processes/decisions are currently lacking in research, which factors need to be explored further, which research methods can be utilized more frequently) and police practice (i.e. how to support police officers in their decision-making and optimize these decision-making processes).
