This first edition of Stake experts' African Geopolitical ATLAS aims to provide decision-makers with a snapshot of the geopolitical changes taking place on the continent during the 2018-2019 study period. It is a collection 84 geographical and thematic maps on topics ranging from African countries' military spendings, to the available croplands, or surface water covering. It's a bilingual edition (French, English). The concept is that of a collection of 30 thematic maps and 54 country monographs divided into three parts. To produce this ATLAS, the editing team focused on the decision-making value of the mapped data, i.e. their capacity to provide the essential elements for an informed decision on the chosen themes. Il est tiré de plusieurs années d’étude de la dynamique terroriste, et de pratique de l’aide à la décision en contexte de risque sécuritaire lié au terrorisme sur le continent africain notamment dans le Sahel et le bassin du Lac Tchad, et en Afrique de l’Est. Un regard croisé sur les structures L’ouvrage est divisé en deux parties. Dans la première partie consacrée à l’analyse structurelle des États d’une part, et des terrorismes d’autre part, il apporte un éclairage sur les risques précis que fait peser l’action terroriste sur la consolidation d’États viables et stables sur le continent. La seconde partie s’intéresse aux options de politiques publiques efficaces de lutte antiterroriste. Cette partie revient notamment sur le rôle des interventions militaires étrangères et sur les moyens pratiques par lesquels les armées nationales peuvent s’assurer le soutien des populations locales en zone d’opération. L’auteur pose aussi les bases d’un débat lucide sur la question de la négociation avec les groupes terroristes, en contexte africain. « Puisque les terroristes nous écoutent, il nous appartient de leur parler » Les principales conclusions sont de deux ordres. Sur le plan des structures, l’auteur établit que dans le contexte africain, les terrorismes sont avant tout un problème de politique intérieure qui se nourrit de faiblesses structurelles des États. Il rappelle à ce titre que les États doivent apporter des corrections nécessaires à leur doctrine de la sécurité, à leurs schémas d’utilisation de la force publique, et aux mécanismes de redevabilité des pouvoirs publics, entre autres. Sur le plan des politiques de lutte antiterroriste, l’auteur relève que l’environnement d’action des terrorismes – la clandestinité – les place de fait dans une situation constante d’écoute, où ils doivent apprendre des politiques publiques déployées contre eux, et s’ajuster en conséquence. Ceci offre donc pour les États, une fenêtre de manœuvre inespérée qui pourrait se résumer en ces termes : « puisque les terroristes nos écoutent déjà, alors il nous appartient de leur parler », traduisant la nécessité de créer des politiques de lutte antiterroristes, non pas en réaction aux actions terroristes, mais en prévision du comportement que l’on veut instiguer chez ces acteurs.
