Godfrey Mwakikagile looks at the African post-colonial state and the challenges it faces. He contends that it is structurally flawed and does not reflect African realities. It is an oppressive machinery and an apparatus of power to serve the interests of the ruling class and the elite at the expense of ordinary citizens and the masses. And it has retained the institutional structure of the colonial state instead of undergoing fundamental transformation to become truly African. Mwakikagile focuses on a number of countries providing case studies whose relevance is continental in scope. He contends that bad leadership is the biggest problem African countries have faced through the decades and everything else revolves around it. The collapse of a number of African states in the post-colonial era bears testimony to that.

This book challenges the long-held conventional wisdom that Africa is a post-colonial society of sovereign nation-states despite the outward attributes of statehood: demarcated territories, permanent populations, governments, national currencies, police, and armed forces. Most African nation-states have, since independence, been grappling with the crisis of state-building, nation-building, governance, and myriad security challenges which have been chronically exacerbated by the dynamics of the post-Cold War era. To focus merely on the agency of the African political elite and their inability to sustain functional modern nation-states misses the point. The central argument of the book is that an understanding of Africa’s contemporary governance and security challenges requires us to historicize the discourse surrounding nation-building and state-building throughout Africa.

The manifestation of the colonial nation-state as a legal-bureaucratic-police structure – an exploitation tool – undermined customary modes of governance in colonies. When post-World War II independence of colonies transferred ownership of the state structure to the colonized elite, electoral and civil society politics battled for capture of this post-colonial state. Meanwhile, the state was also forced to build its legitimacy in the face of customary governance practices seeking rehabilitation and decolonization in the midst of civil wars and strife. This "state-building social movement" was further complicated with the global spread of neoliberalism and neocolonialism, and herein lies the significant difference between the post-colonial nation-state and the Western nation-states. This work focuses on the early years of independence and the problems African countries faced soon after the end of colonial rule. Many of those problems still exist today. The Congo imbroglio since the turbulent sixties mainly as a result of foreign intrigue and intervention is one of the most important subjects addressed in this book. And it raises serious questions that have profound implications even today for a continent mired in conflict; this time ignited by the Africans themselves in many - but not in all - cases. Yet, prospects for the world's poorest and most embattled continent are not bleak if Africans seek their own solutions to their own problems in this post-Cold War era of globalization dominated by the industrialized nations. The book includes many photos from the early sixties, the dawn of a new era when Africancountries won independence, which Oginga Odinga described as "Not Yet Uhuru."
