What is total war? Definitions abound, but one thing is certain--the concept of total war has come to be seen as a defining concept of the modern age. In The Age of Total War, celebrated historian Jeremy Black explores the rise and demise of an era of total war, which he defines in terms of the intensity of the struggle, the range (geographical and/or chronological) of conflict, the nature of the goals, and the extent to which civil society was involved. He contends that this era (roughly 1860-1945) was markedly different from the warfare that characterized earlier periods, and that it is very different from the situation that has evolved since, with its emphasis on asymmetrical conflict and limited warfare. Acknowledging that various definitions are problematic and often contradictory, Black argues that 1860 to 1945 was an era in which the prospect of war and the consequences of it were crucially important for human history. He focuses primarily on conflict between Western powers, including Japanese participation in the Russo-Japanese War. Trends and developments subsequent to 1945 have combined, Black asserts, to make a return to total war unlikely.

This book focuses on the wars that are normally relegated to the periphery of geo-politics at the heart of Europe’s 'new' military history. The military history of the past two centuries of European history has tended to be viewed in the shadow of total war. The impact and aftermath of the French upheaval of 1792-1815, the mid-century struggles for national unification, the World Wars of 1914-18 and 1939-45, and the prospect of mutually assured destruction in the Cold War, were all framed as a totalization of warfare and as a tragic pretext for projects of human rights, collective security, and political integration. But this emphasis on large wars overlooks the impact of the wars waged by minor powers as well as the small wars and counterinsurgencies waged by great powers overseas. The suppression of southern European revolutions in the 1820s, Belgian independence, Cuban struggles against Spanish rule, and the wars of new imperialism ranging from Aceh to Annual, all shaped the strategic and domestic environment in which the Great War happened, and they reverberated on the post-1918 growth of totalitarianism. Equally the post-1945 wars of decolonization militarized the culture and politics in the democratic and authoritarian states of the old continent, in ways which belied the macro-political identities of the Cold War.

International Relations theory assumes that the struggle for power is not only ahistorical but that international politics is necessarily the realm of a perpetual struggle for power between states. However, by looking beyond the state, the study of global politics may itself reveal the importance of alternative imaginaries just as historically salient as that of the state system. In particular, this book argues that a specific racial imaginary has, over the past two centuries, cut across politically defined state boundaries to legitimate practices of genocidal violence against so-called "enemy races." In Global Race War, Alexander D. Barder shows how the very idea of global order was based on racial hierarchy and difference. Barder traces the emergence of this global racial hierarchy from the early 19th century to the present to explain how a historical racial global order unraveled over the first half of the 20th century, continued during the Cold War, and reemerged during the Global War on Terror. As Barder shows, imperial, racial, and geopolitical orders intersected over time in ways that violently tore apart the imperial and sovereign state system and continue to haunt politics today. Examining global politics in terms of race and racial violence reveals a different spatial topology across domestic and global politics. Moreover, global histories of racial hierarchy and violence have important implications for understanding the continued salience of race within Western polities. Global Race War revisits two centuries of international history to show the important consequences of a global racial imaginary that continues to reverberate across time and space.
