Aid dependency is believed to act as an impediment to self-sustained development. The concept became important due to concerns for the lack of aid effectiveness in Africa, particularly among countries receiving high volumes of aid. It has been suggested that aid itself may be the problem. This book presents Zambia as a case of an aid dependent country. Aid dependency is defined, and the book shows how this may have an adverse effect on the course and the pattern of development. To begin with, the historical context of the development of the country s economy is analysed to establish the roots of this dependency. The financial and economic variables are then examined to establish the extent of aid dependency. Nevertheless, it is argued that aid dependency is more than a state of accounts. The debilitating effects extend to institutions responsible for economic policy-making including planning, budgeting and public finance management. Aid dependency also has serious implications for ownership and sovereignty, as the ability of policy makers to respond to the needs of the country is compromised by the dominance of donors in the aid relationship.

An overview of the global trend of foreign aid flows over the last few decades is provided, as well as literature and research on fiscal response studies that have aimed to examine how these aid flows influence the fiscal decisions of aid recipient governments. The paper assesses the impact of foreign aid flows on fiscal aggregates, taking into focus the case of Zambia. In particular, the paper goes into detail examining how government investment, consumption, revenue, and domestic borrowing are associated with both aggregated and disaggregated aid. The paper adopts a quantitative approach in its analysis. A Vector Error Correction approach was used to estimate the relationship between foreign aid and fiscal aggregates data for Zambia over the period 1970-2014. The econometric estimation used annual data and analyzed both short-run and long-run effects. The following were the findings: Foreign aid flows were found to be positively associated with government investment, consumption, and domestic borrowing. While government revenue was negatively associated with foreign aid. In the short-run, it was observed that grants were used to reduce the level of the country’s domestic debt stock. Whereas, net foreign loans were seen as a substitute for domestic revenues and were used to finance the budget deficit. The paper concluded by providing a number of recommendations that suggested improvement in government’s revenue mobilization efforts, effective management of the country’s domestic debt, and the deliberate action to direct revenue resources towards investment expenditure. In order to achieve sustained growth and ensure the effective use of aid, donor partners were recognized as important actors in supporting the government’s fiscal policy direction. There has been high momentum in the scaling up of foreign aid in recent years. The turn of the millennium saw calls by the development community to increase foreign aid to developing countries so as to assist them in attaining the Millennium Development Goals. The mechanisms through which foreign aid flows are transmitted to recipient countries require that the aid resources are channeled through the government. Thus, for foreign aid to have any meaningful impact is highly dependent on how governments respond to inflows of aid.

The study used available data in Zambia from 1986 - 2018. The study adopted the ARDL model for investigating the short and long time relationship between foreign aid and Gross Domestic Product GDP. The hypothesis of foreign aid having an effect on economic growth was explored and examined. This study sought to archive the following objectives: To establish whether there is a connection between foreign aid and economic growth in Zambia and determine whether foreign aid significantly contributed to Zambia's economic growth in the period under review. For policy implications, this study also analyzed the determinant of economic growth in Zambia over the same period. The results clearly revealed a positive relationship between foreign aid and Zambia's economic growth in a given period that was under investigation. The findings in this study affirm that foreign aid may be important in promoting economic growth. This study also asserts that foreign aid may be effective in improving the quality and lives of people if used effectively. Thus, the outcome of this study recommends that foreign aid be directed towards the promotion of investment because its proper use can promote and boots the country's economic growth. For policy implications, this study also found that independent variables such as Foreign Direct Investment FDI, Population Growth, Government Expenditure and Consumer Price Index as important and determinants of economic growth in Zambia over the same period. What's wrong with foreign aid? Many policymakers, aid practitioners, and scholars have called into question its ability to increase economic growth, alleviate poverty, or promote social development. At the macro level, only tenuous links between development aid and improved living conditions have been found. At the micro level, only a few programs outlast donor support and even fewer appear to achieve lasting improvements. The authors of this book argue that much of aid's failure is related to the institutions that structure its delivery. These institutions govern the complex relationships between the main actors in the aid delivery system and often generate a series of perverse incentives that promote inefficient and unsustainable outcomes. In their analysis, the authors apply the theoretical insights of the new institutional economics to several settings. First, they investigate the institutions of Sida, the Swedish aid agency, to analyze how that aid agency's institutions can produce incentives inimical to desired outcomes, contrary to the desires of its own staff. Second, the authors use cases from India, a country with low aid dependence, and Zambia, a country with high aid dependence, to explore how institutions on the ground in recipient countries also mediate the effectiveness of aid. Throughout the book, the authors offer suggestions about how to improve aid's effectiveness. These suggestions include how to structure evaluations in order to improve outcomes, how to employ agency staff to gain from their on-the-ground experience, and how to engage stakeholders as "owners" in the design, resource mobilization, learning, and evaluation processes of development assistance programs.

This book examines international aid in three countries-Malawi, Tanzania, and Zambia—in order to ascertain how assisting organizations exert influence on member governments. Professor Gordenker draws on interviews, information usually inaccessible to observers, and his own direct field observation of programs established by the United Nations' system of organizations in the three countries during the late 1960s, immediately after their independence from British administration. This book presents an original approach to understanding the relationship between official aid agencies and aid-receiving African governments. The first part provides a challenge to the hazy official claims of aid donors that they have stopped trying to force African governments to do what 'we' think is best for 'them' and instead are now promoting African 'ownership' of the policies and projects which foreign aid supports. The authors tease out the multiple meanings of the term 'ownership', demonstrating why it became popular when it did, but also the limits to this discourse of ownership observed in aid practices. The authors set out to defend a particular vision of ownership-one that involves African governments taking back control of their development policies and priorities. Based largely on interviews with the people who do the negotiating on both sides of the aid relationship, the country case studies put the rhetoric of the new aid system to a more practical test. The authors ask how donors seek to achieve their policy objectives without being seen to push too hard, what preconditions they place on transferring authority to African governments, and what effect the constant discussions over development policy have on state institutions, democracy and political culture in recipient countries. It investigates the strategies that African states have adopted to advance their objectives in aid negotiations and how successful their efforts have been. Comparing the country experiences, it points out the conditions accounting for the varying success of eight African countries: Botswana, Ethiopia, Ghana, Mali, Mozambique, Rwanda, Tanzania and Zambia. It concludes by asking whether the conditions African countries face in aid negotiations are changing.
