An unstable political environment and unsettled security led to the prevalency of insurgency and long-lasting civil wars in every country with weakened central powers. Sectarianism from one or both parties in conflict can cause radicalization and help to sow the seeds of terrorist groups. ISIL (Islamic State of Iraq and Levant), ISIS, IS or Daesh is the best example of a modern-era Jihadist terrorist group which has taken advantage of political and security vacuums in Iraq, Syria and Libya to achieve the most significant victories an Islamic terrorist group has ever gained since the early 20th century. While the Iraqi Air Force and Army Aviation Corps started to heavily use their limited resources to slow down ISIL progress in Iraq and prevent the occupation of Baghdad, the US conducted 'Operation Inherent Resolve' in Iraq (beginning 15 June 2014) and then in Syria (from 22 September 2014) in order to limit ISIL/ Daesh power. USAF, USMC or USN Air Forces - as well as the naval aviation forces of 17 more US allies - operated dozens of their combat aircraft from nine air bases in seven Middle Eastern and European countries, as well as their aircraft carriers in the Persian Gulf, in order to perform thousands of combat sorties against ISIL during 'Operation Inherent Resolve' or their own operations such as 'Chammal', 'Impact', 'Okra' and 'Shader' during the first phase of the air campaign between 31 August 2014 and 30 September 2015. By the time Russia s role in the Syrian war theater began, the second phase of the air war on ISIL had started - but this time, to totally eliminate its existence in Syria and Iraq; and it was not just the Russian Air Force... the Allied air forces, led by USAF, significantly broadened their presence in the air war, using new tactics targeting all financial axes of the terror group including its oil industry. Airpower in the War against ISIS chronicles the planning and conduct of Operation Inherent Resolve by U.S. Central Command (CENTCOM) from August 2014 to mid-2018, with a principal focus on the contributions of U.S. Air Forces Central Command (AFCENT). Benjamin S. Lambeth contends that the war’s costly and excessive duration resulted from CENTCOM’s inaccurate assessment of the Islamic State in Iraq and Syria (ISIS), determining it was simply a resurrected Iraqi insurgency rather than recognizing it as the emerging proto-state that it actually was. This erroneous decision, Lambeth argues, saw the application of an inappropriate counterinsurgency strategy and use of rules of engagement that imposed needless restrictions on the most effective use of the precision air assets at CENTCOM’s disposal. The primary remit of this volume is to document the bombing operations against Islamic State (Islamic State of Iraq and the Levant) and other opposition groups by the Sukhoi Su-24M strike aircraft detachment of the Russian Aerospace Group in the Syrian Arab Republic from 30 September 2015 through mid-March 2016. While the volume is not intended to be a descriptive monograph for the Su-24 strike aircraft, a basic description of the genesis, development and fielding of the weapon system is provided, as are relevant chapters that focus on the initial combat operations phase of the Russian Aerospace Group, Syrian Democratic Army offensive operations from September 2015 to March 2016, a chronological look at the Russian Aerospace Group operations from late October 2015-March 2016, with specifics of Su-24M operations when available, the combat loss of a Russian Su-24M on 24 November 2015, and its aftermath. It is beyond the scope of this volume to attempt an in-depth analysis of the Syrian conflict, which was in its fifth year before the Russian intervention in 2015. Unless practiced by large nation-states against each other, conventional warfare is a dying platform by which asymmetric warfare and terrorism have replaced the conventional warfare dynamic. Asymmetric warfare is defined as the blurring of the lines between politics, economics, combatants, civilians, and their context in the prosecution of war on an ever changing battlefield. Inclusive in this dynamic is cyber, communications, terrorism, the use of civilians as human shields and as both offensive and defensive weapons. Fourth generation warfare, as asymmetrical warfare has come to be known, is not new. It has existed in every war since the dawn of man. What is different is the total application of asymmetric components on a battlefield as a means to fight. The population-centric model, as espoused by the United States Army and Marine Corps, has now made it into the lexicon of air operations in Iraq, a segment of war prosecution it was never designed for. As a result, the Air Force has been subjected to mission paralysis and ultimately, mission failure. David Galula gave future military commanders guidance, not hard and fast rules. Rules of engagement have come to favor the enemy, and if the reality of war does not return to those in command, the United States may never win another war.
