The U.S. has long suffered from a serious strategy deficit. In short, there is a general crisis of strategic comprehension, a lack of agreement on the most effective organizing ideas. Airpower is by no means lonely in suffering from strategic theoretical uncertainty. The study argues that the United States needs a theory of war and warfare. It claims that future warfare will be diverse and that the tactical, operational, and strategic value of airpower must always be situational. A coherent theory of employment for all of airpower's capabilities, not only the kinetic, is needed. Airpower's potential utility lies within a spectrum of possibilities and is dependent on context. This study analyzes the feasibility of guerrilla warfare as the basis for a strategy of airpower employment for a weak air force confronting an opponent with a stronger air force. The analysis begins with a distillation of the theory of guerrilla warfare into five elements essential to its success: superior intelligence, security, mobility advantage, surprise, and sustainment. The author then compares the ground combat environment of the traditional guerrilla with the airpower environment of the potential air guerrilla and concludes that these five elements can be met in the airpower environment provided the weak force has sufficient ingenuity and the necessary resources. An investigation of recent trends in technology and the prevailing strategic environment indicates that it increasingly possible for a weak force to obtain these resources. The author assesses that air guerrilla warfare is a viable warfighting strategy, but points out that the likelihood of a weak force actually adopting air guerrilla warfare will depend on its regional security needs and its resolve to protract a conflict. The study concludes that air guerrilla warfare is a credible threat to a stronger opponent. To meet this threat, the author recommends that the United States re-examine its intervention strategy, reinforce its policy of strategic engagement, and research both airpower and non-airpower means to neutralize an elusive guerrilla air force.

In this magisterial tour d'horizon of the air weapon's steady rise in effectiveness since its fledgling days, Colin Gray, a prolific strate gist of long-standing scholarly achievement and international repute, has rightly taken a long view of today's pattern of regional conflict by appraising airpower in the broader context in which its operational payoff will ultimately be registered. His careful development of airpower's “strategic narrative,” as he calls it, shows convincingly how the relative criticality of the air weapon in joint warfare is neither universal nor unchanging but rather is crucially dependent on the particular circumstances of a confrontation. More to the point, viewed situationally, airpower can be everything from single-handedly decisive to largely irrelevant to a combatant commander's needs, depending on his most pressing challenges of the moment. Because its relative import, like that of all other force elements, hinges directly on how its comparative advantages relate to a commander's most immediate here-and-now concerns, airpower does not disappoint when it is not the main producer of desired outcomes. Indeed, the idea that airpower should be able to perform effectively in all forms of combat unaided by other force elements is both an absurd measure of its operational merit and a baseless arguing point that its most outspoken advocates, from Giulio Douhet and Billy Mitchell onward, have done their cause a major disservice by misguidedly espousing over many decades. Although the air weapon today may have been temporarily overshadowed by more land-centric forms of force employment, given the kinds of lower-intensity conflicts that the United States and its allies have been obliged to contend with in recent years, there will most assuredly be future times when new challenges yet to arise will again test America's air posture to the fullest extent of its deterrent and combat potential. Professor Gray's central theme is that airpower generates strategic effect. More specifically, he maintains, airpower is a tactical equity that operates—ideally—with strategic consequences. To him, “strategic” does not inhere in the equity's physical characteristics, such as an aircraft's range or payload, but rather in what it can do by way of producing desired results. From his perspective, a strategic effect is, first and foremost, that which enables outcome-determining results. And producing such results is quintessentially the stock in trade of American airpower as it has progressively evolved since Vietnam. Airpower for Strategic Effect offers an uncommonly thoughtful application of informed intellect to an explanation of how modern air warfare capabilities should be understood. Along the way, it puts forward a roster of observations about the air weapon that warrant careful reflection by all who would presume to find it wanting. Among the most notable of those observations are that context rules in every case and that whether airpower should be regarded as supported by or supporting of other force elements is not a question that can ever have a single answer for all time. Rather, as noted above, the answer will hinge invariably on the unique conditions of any given conflict.

The ever-accelerating transformation of the People's Republic of China (PRC) in the years since the era of Mao Zedong, particularly in its economic and military growth, has been nothing short of remarkable. Developments over the last quarter-century-effectively since the tragedy of Tiananmen Square and the collapse of the Soviet Union and Warsaw Pact alliance-have been more so still. The relationship of this increasingly robust and growing power to the established global community is a complex one, and no thornier aspect of that relationship can be found than the uneasy interplay among the PRC, Taiwan, and the countries that deal with both. It should come as no surprise that the concept of airpower has changed a great deal since H.G. Wells first used the term in his 1908 science fiction novel, The War in the Air. Given the passage of more than a century, the world has seen dramatic advances in technology as well as changes in the geopolitical conditions in which war is fought. Yet within the ever-evolving fabric of airpower history, one can find remarkable threads of continuity. Early aircraft, though but fragile contraptions of wood and canvas, exploited the same advantages enjoyed by the sophisticated weapons systems that operate in today's 21st-century skies: the ability to cover great distances in any direction quickly, free of obstruction by surface terrain; the ability to overfly enemy armies and navies and attack them from above, across the breadth and depth of the battlespace; and the ability to take war to the heart of an enemy's society, striking vulnerable targets previously unreachable before defeating surface defenses. So there should be little wonder that the concept of airpower, while ever evolving, has also exhibited elements of continuity, as have the doctrines and strategies that conceptual thinking about airpower has inspired. In many ways and for reasons that are clearly evident, today's airmen have inherited the strategic mindset of their forebears. This paper examines that mindset in historical context as it traces the evolution of airpower thought and considers what theoretical, technological, and political trends suggest for strategies that air forces will likely employ in the future. It explains how airpower thought, though buffeted by changes in technology and geopolitics, has been anchored on an evolving body of theory conceived to exploit the unique warfighting advantages afforded by the ability of aircraft to operate in the vertical dimension. Yet within this unifying framework, strategic thinkers have, from the earliest days of military air operations, debated whether airpower is employed most effectively as an independent instrument against targets chosen to create direct, war-winning effects at the strategic level of war, or whether it is better used in combination with surface forces at the operational level of war. I argue that these competing ideas appear to be converging in the current era, but the debate is unlikely to ever be fully resolved. That is a good thing because strategy has always benefited from rigorous examination and spirited intellectual debate. Creative thought and innovation have always been the touchstones of airpower. That heritage will continue into the future.
