In the 1860s railroads were built and roads improved, so travel increased slowly, although it was still a privilege of people with high incomes. The number of travellers did a huge jump after World War I as the automobile became affordable for “middle class” families. As the infrastructure improved, more and more summer tourists arrived. A tourism-based economy began to grow, hotels, motels and restaurants were built. Until the skiing movement started in the 50’s and 60’s the winter season was long and uneventful (Goeldner, 1996). When skiing finally became a national trend, major ski resorts developed and many of them were and still are two-season resorts. Central to the tourist group from the mid 60’s on were the baby boomers, ranging in age from 18 to 35 (Goeldner, 1996). As the numbers of tourists were still rising in the 1980’s, locally owned establishments saw themselves competing with big-time operators. Usually a whole complex of lodging, restaurants and everything else to serve the tourists was developed. In the 1990’s mountain tourism has grown to be a powerful economic force. Fast food chains like McDonalds and accommodation chains such as Holiday Inn have come on the scene (Goeldner, 1996). Today in mountain communities outlet stores, gambling, country clubs, exclusive residences etc. can be found. Competition is tougher than ever before and environmental issues challenge the high mountain communities.

Rural America is progressing through a dramatic and sustained post-industrial economic transition. For many, traditional means of household sustenance gained through agriculture, mining and rustic tourism are giving way to large scale corporate agriculture, footloose and globally competitive manufacturing firms, and mass tourism on an unprecedented scale. These changes have brought about an increased presence of affluent amenity migrants and returnees, as well as growing reliance on low-wage, seasonal jobs to sustain rural household incomes. This book argues that the character of rural housing reflects this transition and examines this using contemporary concepts of exurbanization, rural amenity-based development, and comparative distributional descriptions of the "haves" and the "have nots". Despite rapid in-migration and dramatic changes in land use, there remains a strong tendency for communities in rural America to maintain the idyllic small-town myth of large-lot, single-family home-ownership. This neglects to take into account the growing need for affordable housing (both owner-occupied and rental properties) for local residents and seasonal workers. This book suggests that greater emphasis be placed in rural housing policies that account for this rapid social and economic change and the need for affordable rural housing alternatives.

Economic development and the environment are presumed to be in conflict, but the latter part of the twentieth century experienced a series of economic changes that increasingly questioned this view. Economic activity became more footloose and the ability to attract productive labor became a prominent regional development concern. Consequently, environmental amenities began to have a larger role in determining the patterns of regional growth and development, and subsequently moved to the forefront of current regional economic development thought and practice. Environmental amenities provide non-pecuniary benefits to area residents, and induce in-migration flows to regions that possess high levels of environmental amenities. The attraction is particularly strong for those individuals with higher incomes and wealth. The combined forces of increased demand for environmental amenities and increased spatial flexibility of production has brought environmental amenities to the forefront of current regional economic development thought and practice. Regional economic development policy needs to consider the tradeoffs of attracting firms or people, which requires an understanding of the role the environment plays directly or indirectly in attracting firms and households. This book presents key papers that explore the role of the natural environment in regional economic development. This book focuses on international migration and return of highly-skilled Ghanaians and Ivorians and presents empirical research findings that demonstrate that, under certain circumstances, return migrants can act as key development agents in their home country. It investigates the influence of a number of factors that condition their motivation to return and their capacity to stimulate change in their countries of origin. The aim of the study is the assessment of policy implications related to élite returnees’ development impact in evolving socio-economic contexts. The comparative and multi-method research strategy adopted revealed that migrants tend to return home with considerable savings (financial capital), new knowledge, skills and ideas (human capital), as well as with valuable contacts (social capital). Besides their level of education, work profile, and particular life experience, whether these migrants have worked abroad for a significant period, proved the most critical factor influencing their acquisition of different kinds of capital. However, there seems to be an ‘optimum’ work duration abroad – approximately five years – after which the benefits deriving from human and financial capital acquisition tend to stabilise. At the micro level, back home skilled migrants attained their goals, improving their relative income levels, expressing satisfaction with their work conditions and, more generally, enjoying a higher quality of life. At the meso level, they provided support to others in line with expectations and pressures they faced. They also introduced many kinds of new knowledge, skills and ideas in their workplace. At the macro level, return migrants promoted economic and political transformations through, among others, the creation of new businesses and various community development initiatives. The role of return migrants is influenced by many factors linked also to their situation back home. Reintegration into their home context proved challenging, especially for women, and returning migrants need time to overcome initial hurdles and get settled before they can start to make any meaningful contribution. That is one of the reasons why there is a need to facilitate their reintegration and create a conducive environment which can also foster return migration of the highly-skilled élite. More importantly, however, evidence is produced in favour of arguments and ideas about ‘brain circulation’, a strategy that can help in maximising the positive effects stemming from migration and return.
