Caribbean archaeological heritage is threatened by natural impacts but also increasingly by economic developments, often resulting from the tourist industry. The continuous construction of specific projects for tourists, accompanied by illegal practices such as looting and sand mining, have major impacts on the region's archaeological heritage. The geopolitical and cultural diversity of the Caribbean, the general lack of awareness of island histories and multiple stakeholders involved in the preservation process, have in many cases slowed down the effective enforcement of regulations and heritage legislation. The development of archaeological heritage management (AHM) in the Dutch Caribbean islands started slowly in the early years of their semi-autonomy within the Kingdom of the Netherlands from 1954 onwards. With the dissolution of the Netherlands Antilles on 10 October 2010, Curaçao and St. Martin obtained a more autonomous status within the Kingdom, similar to Aruba has since 1986. Simultaneously, Bonaire, Saba and St. Eustatius became special overseas municipalities of the Kingdom of the Netherlands. Consequently, these islands now fall under Dutch regulations for cultural resource management. Irrespective of these geopolitical changes, AHM has been developing on the six islands over the past 25 years, partly because of the active role of localized island-specific archaeological institutions. This volume provides a background to the history of archaeological research in the Dutch Caribbean and compiles a number of compliance archaeology projects that have been carried out under and in the spirit of the Valetta Treaty. In addition, with its discussion of the successful creation of localized community-based archaeological heritage associations serving as an excellent model for other island communities in the Caribbean, this volume represents a unique contribution to AHM in a wider regional perspective. New perspectives on Caribbean historical archaeology that go beyond the colonial plantation Historical Archaeologies of the Caribbean: Contextualizing Sites through Colonialism, Capitalism, and Globalism addresses issues in Caribbean history and historical archaeology such as freedom, frontiers, urbanism, postemancipation life, trade, plantation life, and new heritage. This collection moves beyond plantation archaeology by expanding the knowledge of the diverse Caribbean experiences from the late seventeenth through the mid-nineteenth centuries. The essays in this volume are grounded in strong research programs and data analysis that incorporate humanistic narratives in their discussions of Amerindian, freedmen, plantation, institutional, military, and urban sites. Sites include a sample of the many different types found across the Caribbean from a variety of colonial contexts that are seldom reported in archaeological research, yet constitute components essential to understanding the full range and depth of Caribbean history. Contributors examine urban contexts in Nevis and St. John and explore the economic connections between Europeans and enslaved Africans in urban and plantation settings in St. Eustatius. The volume contains a pioneering study of frontier exchange with Amerindians in Dominica and a synthesis of ceramic exchange networks among enslaved Africans in the Leeward Islands. Chapters on military forts in Nevis and St. Kitts call attention to this often-neglected aspect of the Caribbean colonial landscape. Contributors also directly address culture heritage issues relating to community participation and interpretation. On St. Kitts, the legacy of forced confinement of lepers ties into debates of current public health policy. The publication explores the ways in which archaeological research can inform us about the manner and motives of European involvement in the development of a sovereign United States. The five chapters focus on different archaeological sites (four terrestrial sites) and each consider the special ways in which archaeology can contribute to our understanding of the cultural dynamics that set the historic course of events in motion that culminated in United States sovereignty. An introduction and conclusion examine how the material culture that is the central focus of archaeological research should be preserved, managed, and interpreted.
