Closing The Asylum: The Mental Patient in Modern Society. The Covid-19 pandemic has affected the mental health of almost everyone, but it has impacted most severely on disadvantaged groups such as people with severe mental health problems, throwing pre-existing inequalities into sharper and starker relief. Though they had mostly all been closed by the turn of the century, the passing of the old Victorian asylums is still a matter of enduring controversy. In this acclaimed book, first published almost thirty years ago, Peter Barham examines the changing fortunes of mental patients in the era of the asylum and after. He demonstrates powerfully that the closure of mental hospitals cannot meet the real needs of people with severe mental health problems without a profound rethinking of the role, rights and status of the former mental patient in society. In a prologue to this new edition, he highlights the ironies of a post-asylum present afflicted by welfare minimalism, widespread deprivation and impoverishment, and a dramatic increase in the use of coercion and constraint in the delivery of mental health care. Closing the Asylum sets the scene for understanding how the experience of being treated as second class citizens has come about, and the author's forceful warnings of the dangers in the current mental health scene are highly germane to any consideration of what must change in our society after Covid. Across the globe, migration has been met with intensifying modes of criminalization and securitization, and claims for political asylum are increasingly met with suspicion. Asylum seekers have become the focus of global debates surrounding humanitarian obligations, on the one hand, and concerns surrounding national security and border control, on the other. In Technologies of Suspicion and the Ethics of Obligation in Political Asylum, contributors provide fine-tuned analyses of political asylum systems and the adjudication of asylum claims across a range of sociocultural and geopolitical contexts. To many, asylums are a relic of a bygone era. State governments took steps between 1950 and 1990 to minimize the involuntary confinement of people in psychiatric hospitals, and many mental health facilities closed down. Yet, as Anne Parsons reveals, the asylum did not die during deinstitutionalization. Instead, it returned in the modern prison industrial complex as the government shifted to a more punitive, institutional approach to social deviance. Focusing on Pennsylvania, the state that ran one of the largest mental health systems in the country, Parsons tracks how the lack of community-based services, a fear-based politics around mental illness, and the economics of institutions meant that closing mental hospitals fed a cycle of incarceration that became an epidemic. This groundbreaking book recasts the political narrative of the late twentieth century, as Parsons charts how the politics of mass incarceration shaped the deinstitutionalization of psychiatric hospitals and mental health policy making. Cannabis consumption, commerce, and control in global history, from the nineteenth century to the present day. This book gathers together authors from the new wave of cannabis histories that has emerged in recent decades. It offers case studies from Africa, Asia, the Americas, Europe, and the Middle East. It does so to trace a global history of the plant and its preparations, arguing that Western colonialism shaped and disseminated ideas in the nineteenth century that came to drive the international control regimes of the twentieth. More recently, the emergence of commercial interests in cannabis has been central to the challenges that have undermined that cannabis consensus. Throughout, the determination of people around the world to consume substances made from the plant has defied efforts to stamp them out and often transformed the politics and cultures of using them. These texts also suggest that globalization might have a cannabis history. The migration of consumers, the clandestine networks established to supply them, and international cooperation on control may have driven much of the interconnectedness that is a key feature of the contemporary world.

It is common knowledge that slavery and indenture were characterized by long hours of physical labor, restriction of movement and other basic human freedoms, and severe punishment for violations of draconian labor laws. Less well known is the fact that nutrition was very deficient and a range of infectious diseases maimed, debilitated and killed on a large scale. In trying to narrow the knowledge gap with respect to Guyana, Ramesh Gampat shows that extremely poor sanitary conditions, awful hygiene and malnutrition hastened widespread infections and created a vicious cycle. The British protected its own soldiers, officials and colonists by establishing a medical enclave that lasted until Emancipation in 1838. Former slaves were then quarantined to neglected and decaying villages and Indians to plantations. Concern with health conditions appeared only during periods of epidemics and even then it was essentially for the protection of Europeans. Colonial medicine opened the way for stereotyping, labeling, racialization of disease, neutralization of potential leaders in the struggle for justice, and crystallization of the view that Europeans were superior to Blacks and Indians. Shorter stature and shorter life expectancy are good indications that slaves and indentured immigrants fared considerably less well than Europeans. Several infectious diseases sickened and fell Blacks and Indians, including malaria and undefined fevers, pneumonia and bronchitis, diarrhea and enteritis, tuberculosis, pneumonia and hookworm. The conquest of malaria in the early 1950s accelerated the epidemiological transition from communicable to chronic noncommunicable diseases, and today NCDs account for some three-quarters of all deaths in Guyana. Malaria has reemerged, fueled by a gold boom that consumes huge amounts of mercury. The potentially adverse public health consequences of this relatively new dynamic, the combined trio, have been neglected.

A look into communicating psychiatric patient histories, from the asylum years to the clinics of today In this engrossing study of tales of mental illness, Carol Berkenkotter examines the evolving role of case history narratives in the growth of psychiatry as a medical profession. Patient Tales follows the development of psychiatric case histories from their origins at Edinburgh Medical School and the Royal Edinburgh Infirmary in the mid-eighteenth century to the medical records of contemporary American mental health clinics. Spanning two centuries and several disciplines, Berkenkotter's investigation illustrates how discursive changes in this genre mirrored evolving assumptions and epistemological commitments among those who cared for the mentally ill. During the asylum era, case histories were a means by which practitioners organized and disseminated local knowledge through professional societies, affiliations, and journals. The way in which these histories were recorded was subsequently codified, giving rise to a genre. In her thorough reading of Sigmund Freud's Fragment of an Analysis of a Case of Hysteria, Berkenkotter shows how this account of Freud's famous patient "Dora" led to technical innovation in the genre through the incorporation of literary devices. In the volume's final section, Berkenkotter carries the discussion forward to the present in her examination of the turn from psychoanalysis to a research-based and medically oriented classification system now utilized by the American Psychiatric Association. Throughout her work Berkenkotter stresses the value of reading case histories as an interdisciplinary bridge between the humanities and sciences.
