Innovate Australia has embarked on the long process of developing the Australian Innovation Index (AII). The AII will allow Australian governments, business, universities and other organisations to understand the innovation capacity of individual states and territories. This will help determine where Australia's innovation strengths lie and where improvements could be made.The first step has been to bring the concept to life, then initially use a relatively small number of indicators and build on those over time. Developing a comprehensive index will require a high level of collaboration in data collection and verification over the coming years, and Innovate Australia is confident that the AII will realise considerable identifiable and measurable benefits for Australia.The AII will initially provide a benchmark of the innovation metrics for Australian states and territories and, in subsequent years, present useful metrics for government strategy and policy development. This, in turn, will improve governments' decision-making capacity. Importantly, the AII will afford direct comparisons of individual indicators over time, allowing performance to be tracked.The state-by-state information on the various indices will assist the decision-making of those who wish to invest in and/or trade with Australia. The rankings in the AII will also help drive efficiencies through generating friendly competition between Australian states and territories.Innovate Australia believes the AII will be part of Australia's proactive response to current technological, social and environmental issues, and help position Australia as the undisputed leader of innovation in the world.

Is their influence on the innovation system as significant as their contribution to the Australian economy? What role do research and development activities play in this context, especially research and development expenditures? It is the aim of this scientific work, especially with publications from the Australian government, to provide answers to these questions. To answer the questions just mentioned, this paper is structured as follows. Section 2 deals entirely with the phenomenon of high-growth firms in Australia. First, a few selected data on the Australian economy are presented and put into context with those of another economy. In addition, two innovation indices are discussed in order to classify Australia's innovative capacity. Sections 2.1 and 2.2 define high-growth firms, explain their typical characteristics and then discuss the performance of high-growth firms and their impact on Australian economic performance. Section 3 continues with the relationship between business performance and innovation. It uses literature and studies to explain the relationship between business performance and innovation and how it is expressed. Building on this, Section 3.1 discusses the role of R&D activities and especially research and development expenditure in high-growth firms in Australia in this relationship. Finally, before concluding this paper, Section 4 provides an outlook on the impact of high-growth firms on Australia's innovation system. First, we define what is meant by a national innovation system and then use this as a basis for answering the main question of this paper.

This article empirically analyses the link between innovation and performance using a sample of large Australian firms, with a specific aim of developing benchmarking tools. Innovation is measured by firms' investment in R&D and applications for patents, trademarks and designs. An innovation index is constructed to provide one method of benchmarking. The index incorporates a firm's innovative activities into a single figure after accounting for firm size. The index provides a ranking of the most innovative firms in Australia. A second method of benchmarking uses a stochastic production frontier. This type of analysis identifies the firms which are located closest to a 'best practice innovation frontier'

South Australia is a small economy that faces a fundamental need to re-shape its approach to innovation. The manufacturing sector, as the backbone of the state’s economy, has and will continue to change in its nature and form. This necessitates a re-think about how innovation happens and how the respective actors within an economy interact and engage with each other. In effect, innovation relies on intersections between people, knowledge, information sharing, ideas, financial and other resources. Innovation happens through regional social and economic system dynamics; innovation relies on a system view of entrepreneurship. Entrepreneurship can be taken as a study of the entrepreneur and new business creation. However, this conception of entrepreneurship misses the critical link to economic outcomes; the ebb and flow of social and economic fortunes that are underpinned by the actions, reactions and engagement of individuals in a specific social and economic system that brings about innovation and change. In this book the authors are exploring how the linkages within the system can be conceptualised and made transparent.
