When Australia became a foundation member of the League of Nations in 1919, our engagement with the world moved beyond the familiar confines of the British Empire. Leaders and officials had to grapple with conceiving and formulating a foreign policy that would be scrutinised by the new global institutions at Geneva. Meanwhile, in relations with London and as a consequence of World War One, Australia’s position was in transition as the that Empire transformed into an association of ‘autonomous communities’ according to the Balfour formula of 1926. This volume charts and documents the first decade of these efforts. This volume, commissioned by the Department of Foreign Affairs and Trade in the Documents on Australian Foreign Policy series, is the first comprehensive survey of Australia’s approach to the world in the 1920s. It is based on a thorough review of archival materials and includes many items not previously accessible or discussed in the historical literature. Framed by extended editorial essays, it provides the evidence necessary to review the evolving relationship with London and to reassess the contributions of prime ministers W. M. Hughes, S. M. Bruce and James Scullin. It also contains the first representative survey of the contribution of officials to policy formulation, and documents important initiatives in foreign and trade policy.

After the dubious justice of the Treaty of Versailles and the turmoil of the interwar years, the League of Nations is mainly remembered as a body that failed to create mechanisms that might have forestalled the horrors of Nazism, fascism and the Second World War. It has understandably been overshadowed by the United Nations, that larger, more globally representative body which grew from the League, and which was founded on more unequivocally noble principles in the aftermath of a clear-cut victory of good over evil. But as James Cotton relates in this illuminating account, a surprising number of Australians lent their talents and enthusiasm to this internationalist project, and Australian interests were prominently represented. This deeply researched and carefully realised story will recast understandings of both the League itself and the place within it of prominent interwar Australian internationalists.

This book sets out to discuss what kind of ‘middle power’ Australia is, and whether its identity as a middle power negatively influences its relationship with Asia. It looks at the history of the middle power concept, develops three concepts of middle power status and examines Australia’s relationships with China, Japan and Indonesia as a focus. It argues that Australia is an ‘awkward partner’ in its relations with Asia due to both its historical colonial and discriminatory past, as well its current dependence upon the United States for a security alliance. It argues this should be changed by adopting a new middle power concept in Australian foreign policy.
