In the late nineteenth century, Chinese reformers and revolutionaries believed that there was something fundamentally wrong with the Chinese writing system. The Chinese characters, they argued, were too cumbersome to learn, blocking the channels of communication, obstructing mass literacy, and impeding scientific progress. What had sustained a civilization for more than two millennia was suddenly recast as the root cause of an ongoing cultural suicide. China needed a new script to survive in the modern world. Codes of Modernity explores the global history of Chinese script reforms—efforts to alphabetize or simplify the writing system—from the 1890s to the 1980s. Examining the material conditions and political economy underlying attempts to modernize scripts, Uluğ Kuzuoğlu argues that these reforms were at the forefront of an emergent information age. Faced with new communications technologies and infrastructures as well as industrial, educational, and bureaucratic pressures for information management, reformers engineered scripts as tools to increase labor efficiency and create alternate political futures. Kuzuoğlu considers dozens of proposed scripts, including phonetic alphabets, syllabaries, character simplification schemes, latinization, and pinyin. Situating them in a transnational framework, he stretches the geographical boundaries of Chinese script reforms to include American behavioral psychologists, Soviet revolutionaries, and Central Asian typographers, who were all devising new scripts in pursuit of informational efficiency. Codes of Modernity brings these experiments together to offer new ways to understand scripts and rethink the shared experiences of a global information age.

Since the beginning of the 20th century, various attempts have been made by legal scholars to draft a Civil Code in China. However, only since the 1980s, when the ‘open-door’ policy was implemented, has Chinese Civil law become the basis for the development of a socialist market economy. Since the adoption of Chinese contract law (1999), property Law (2007) and tort Law (2009) in recent years, the basic construction of a socialist civil law system has been formulated. For the completion of a systematic civil law structure, a Civil Code has now been further advocated by society. The Draft Civil Code, prepared by the Chinese Academy of Social Sciences headed by Liang Huixing, is the first Draft Civil Code since the establishment of the People’s Republic of China. The English translation of this code aims to provide a source for western scholars to provide some knowledge on recent developments of Chinese civil law. Imperial China’s dynastic legal codes provide a wealth of information for historians, social scientists, and scholars of comparative law and of literary, cultural, and legal history. Until now, only the Tang (618–907 C.E.) and Qing (1644–1911 C.E.) codes have been available in English translation. The present book is the first English translation of The Great Ming Code (Da Ming lu), which reached its final form in 1397. The translation is preceded by an introductory essay that places the Code in historical context, explores its codification process, and examines its structure and contents. A glossary of Chinese terms is also provided. One of the most important law codes in Chinese history, The Great Ming Code represents a break with the past, following the alien-ruled Yuan (Mongol) dynasty, and the flourishing of culture under the Ming, the last great Han-ruled dynasty. It was also a model for the Qing code, which followed it, and is a fundamental source for understanding Chinese society and culture. The Code regulated all the perceived major aspects of social affairs, aiming at the harmony of political, economic, military, familial, ritual, international, and legal relations in the empire and cosmic relations in the universe. The all-encompassing nature of the Code makes it an encyclopedic document, providing rich materials on Ming history. Because of the pervasiveness of legal proceedings in the culture generally, the Code has relevance far beyond the specialized realm of Chinese legal studies. The basic value system and social norms that the Code imposed became so thoroughly ingrained in Chinese society that the Manchus, who conquered China and established the Qing dynasty, chose to continue the Code in force with only minor changes. The Code made a considerable impact on the legal cultures of other East Asian countries: Yi dynasty Korea, Le dynasty Vietnam, and late Tokugawa and early Meiji Japan. Examining why and how some rules in the Code were adopted and others rejected in these countries will certainly enhance our understanding of the shared culture and indigenous identities in East Asia.
