This report details an assessment of the economic impact of a major investment of public money in good quality child care for Canadian children 2 to 5 years of age. Chapter 1 provides an extended discussion of the background and techniques of economic analysis used to make judgments about the economic benefits and costs of child care. Chapter 2 reviews evidence concerning the developmental and educational impacts of child care on young children. Chapter 3 presents and analyzes evidence concerning the economic impacts of child care on mothers' participation in the labor force in particular, and on family life in general. Chapter 4 considers the economy-wide employment effects and the macroeconomic effects of potential child care programs. Chapter 5 calculates, using a variety of approximation techniques, the value of the benefits and the costs of a program of high quality child care for all preschoolers. Chapter 6 presents the conclusions, which note that the incremental benefits of the identified changes to child care arrangements in Canada amount to approximately two dollars for every dollar of cost to the public purse. The report argues that society has the responsibility to care for preschool and school-age children, and to provide parental leave from work. Appendices include, "Problems with Studies on Child Development" and "Methodology of Costs and Benefits Calculation." (Contains approximately 200 references.) (KB)

Multiple Account Benefit Cost Analysis written by Marvin Shaffer and has been published by University of Toronto Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-10-16 with Business & Economics categories.

Most commonly used in economic and public policy decisions, benefit-cost analysis traditionally attempts to calculate a bottom line by assigning monetary values to all factors associated with a proposed project or action. By contrast, multiple account benefit-cost analysis recognizes that all values are complex and that not all consequences can be expressed in monetary terms or incorporated into one summary measure of net benefit. In this textbook, designed for practitioners as well as for intermediate or advanced students, Marvin Shaffer illustrates how the basic principles and concepts of a benefit-cost analysis can be applied in a multiple account framework, in the process developing a systematic approach to the evaluation of project and policy alternatives. Though retaining the basic principles of benefit-cost analysis, Shaffer focuses more on identifying the advantages and disadvantages of key project alternatives and assessing their necessary trade-offs in order to better inform public policy debates.

The deficiencies that many children experience from birth to school age-in health care, nutrition, emotional support, and intellectual stimulation, for example-play a major role in academic achievement gaps that persist for years, as well as in behavior and other problems. There are many intervention programs designed to strengthen families, provide disadvantaged children with the critical elements of healthy development, and prevent adverse experiences that can have lasting negative effects. In a climate of economic uncertainty and tight budgets, hard evidence not only that such interventions provide lasting benefits for children, their families, and society, but also that the benefits translate into savings that outweigh the costs is an extremely important asset in policy discussions. Convincing analysis of benefits and costs would provide a guide to the best ways to spend scarce resources for early childhood programs. Benefit-Cost Analysis for Early Childhood Interventions summarizes a workshop that was held to explore ways to strengthen benefit-cost analysis so it can be used to support effective policy decisions. This book describes the information and analysis that were presented at the workshop and the discussions that ensued.

Working Mothers And The Child Care Dilemma written by Lisa Pasolli and has been published by UBC Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-05-15 with History categories.

During the twentieth century, child care policy in British Columbia matured in the shadow of a political uneasiness with working motherhood. Working Mothers and the Child Care Dilemma examines how ideas about motherhood, paid work, and social welfare influenced universal child care discussions and consistently pushed access to child care to the margins of BC’s social policy agenda. Charting the growth of the child care movement in this province, Lisa Pasolli examines the arrival of Vancouver’s first crèche in 1912, the teetering steps forward during the debates of the interwar years, the development of provincial child care policy, the rebellious advancements of second-wave feminists in the 1960s and 1970s, and the maturation of provincial and national child care politics since the mid-70s. In addition to revealing much about historical attitudes toward women’s roles, Working Mothers and the Child Care Dilemma celebrates the efforts of mothers and advocates who, for decades, have lobbied for child care as a central part of women’s rights as workers, parents, and citizens.

Larry Prochner and Nina Howe reflect the variation within the field by bringing together a multidisciplinary group of experts to address key issues in the field: What programs are currently available and what are their origins? How are adults prepared for work in these programs? How do children within the programs spend their day? What policies guide the programs? How has the field reflected on itself through research? There are no simple answers, but the essays in this collection contribute to a creative reframing of the questions. The authors include psychologists, sociologists, historians, teacher educators, and social policy analysts.
