First published in 1850, "The Law" is the best known work of 19th century economist Frederic Bastiat, a prominent member of the French Liberal School. A forerunner to the Austrian School of Economics, the French Liberal School was a major proponent of the laissez-faire capitalistic system. Bastiat advocated for unregulated free markets and against protectionism. At the heart of Bastiat's philosophy was an opposition against the redistribution of wealth by the government, which he refers to as "legal plunder," for any reason. In Bastiat's opinion the sole purpose of the government was to protect personal property and liberty. Influenced by John Locke's "Second Treatise on Government," this short little book may seem extreme in its defense of personal property by today's standards. Bastiat in fact opposes such commonly accepted modern day practices as public education. Bastiat's absolutist position is understood when one learns of his personal history, his father's estate was acquired during the French Revolution. While history may ultimately deem Bastiat as nothing more than a reactionary, his contribution to modern economics, which includes the concept of opportunity cost, and his influence on modern political economy cannot be overstated. Harmonies of Political Economy The first ten chapters were all that appeared in the lifetime of the gifted author, or that had the benefit of his finishing touch. It was Bastiat’s intention, had he lived, to recast the work, and to give it a wider and more comprehensive scope; embracing in his design not only the principles of Political Economy, but their applications to Social Philosophy. Prior to his departure for Italy, on what he foresaw might be his last journey, he had communicated to his friends MM. de Fontenay and Paillottet a list of the new chapters in the order in which they will be found in the subjoined Notice of his Life.1 To the same friends, in his last moments, he entrusted the manuscripts intended for the continuation of the work. The duty thus committed to them they discharged very judiciously, by arranging the new portions in the order pointed out, without altering the text, and, except in a very few instances, without additions of their own, contenting themselves with adding some explanatory notes, consisting chiefly of references to the author’s other works. Some of the chapters thus added are unfortunately mere fragments, but most of the others indicate very clearly Bastiat’s opinions on the subjects to which they relate, and several of them display a breadth, a vigour, and an originality worthy of the best days of their lamented author. Many of the questions purely economical which are discussed in the posthumous portions of the work,—such, for instance, as those of Wages, Population, and the relations of Labour and Capital, etc.,—are still deeply engaging public attention in England, as well as on the other side of the Channel; and on subjects of such vast practical importance it is surely desirable that the opinions of so profound and fearless a thinker as Bastiat should be as widely disseminated as possible.

The main source for this translation is the seven-volume "Oeuvres completes de Frederic Bastiat," published in the 1850s and 1860s. The present volume, most of which has never before been translated into English, includes Bastiat's complete correspondence: 207 letters Bastiat wrote between 1819, when he was only 18 years old, until just a few days before his untimely death in 1850 at the age of 49. For contemporary classical liberals, Bastiat's correspondence will provide a unique window into a long-forgotten world where opposition to war and colonialism went hand-in-hand with support for free trade and deregulation. Bastiat's numerous letters to Richard Cobden, a Member of Parliament and best known today as the leader of the British Anti-Corn Law League, chronicle the profound effect the Anti-Corn League had on Bastiat. The League's success in mobilizing a popular movement in England to pressure the British government into abolishing the very protectionist "corn laws," in 1846, inspired Bastiat to emulate the League's success in France by starting his own free-trade movement. "The Man and the Statesman "also includes articles and other writings on politics and current events that showcase Bastiat's talent as a theoretician, a pamphleteer, a journalist, and a deputy (Member of Parliament) of the nascent French Second Republic.
