This book examines India’s nuclear program, and it shows how secrecy inhibits learning in states and corrodes the capacity of decision-makers to generate optimal policy choices. Focusing on clandestine Indian nuclear proliferation during 1980–2010, the book argues that efficient decision-making is dependent on strongly established knowledge actors, high information turnover and the capacity of leaders to effectively monitor their agents. When secrecy concerns prevent states from institutionalizing these processes, leaders tend to rely more on heuristics and less on rational thought processes in choices involving matters of great political uncertainty and technical complexity. Conversely, decision-making improves as secrecy declines and policy choices become subject to higher levels of scrutiny and contestation. The arguments in this book draw on compelling evidence gathered from interviews conducted by the author, with interviewees including individuals who were involved in nuclear planning in India from 1980 to 2010, such as former cabinet and defence secretaries, the principal secretary to the prime minister, national security advisors, secretaries to the department of atomic energy, military chiefs of staff and their principal staff officers, and commanders of India’s strategic (nuclear) forces. This book will be of much interest to students of nuclear proliferation, Asian politics, strategic studies and International Relations.

On the cover of "treachery" is the photo of the 90 foot deep crater made in the bedrock of on which the WTC twin tower was built but vaporized and melted at plus 5,500 C. from the heat of a mini-nuke placed on the basement floor of the twin tower. McKinley, and the earthquake prone areas of New Madrid, San Fransico-los Angles and whole West Coast, and newleks of methane gas in Los Amgeles all are potentially dangerous and the molten iron of the upper mantle is 1,000 C. hotter than the surface of the sun, and it generates the magnetic field that controls Earths atmosphere and earth's weather. The author has added the Russian nuclear analyst, Sivkov, who advocated bombing Yellowstone Colonel Mike Harrari of the Israeli Mossad who was celebrating it the next day in his house in Bangkok, Thailand as "the greatest day of my life." Russian nuclear specialist, Dimitri Khalevoz, assigned to track the use of nuclear power and weapons reveals that mini-nukes placed on the basement floors of the twin towers melted and vaporized the bedrock on which the twin tower were built to make craters a block long and 8 stories deep with temperatures of only 5,000 C. No plane his the Pentagon which was hit by a Russian missile designed to fly above the surface of the ocean to sink an aircraft carrier at its water line. NORAD near Colorado Springs, saw the missile traveling at 2,380 kms/second but no intercept was sent. He met with Gold Meir just after he negotiated with the Russians to remove their missiles and nuclear warheads from Cuba and said Israel needed to sign the International nuclear inspection as he learned ot the dangers of nuclear war. Golda Meir indicated it was no problem but David ben Gurian delayed so when JFK demanded Israel sign a nuclear non-proliferation treaty and allow international inspection and top Jews in the CIA carried it out. VP Johnson knew but kept silent as did Gerald Ford. People in the government whose job it is to protect the life of the president did not. PNAC (Project for a New American Century) called for a "New Pearl Harbor" that Roosevelt manipulated costing 4,000 lives. 9/11 cost 3,000 to get America into invading Iraq and Afghanistan. The narcissist conduct of the power brokers in Washington and a lust for power, celebrity status, and self-gratification was used by Israel to cover the theft of 2.3 trillion dollars, give Israel the green light to attach Gaza that has a rich gas field off its coast in the Mediterranean that Israel wants plus control of the Middle East from the Nile River Valley to iran's oil fields and from Kurdistan and Persian Gulf. The world's largest petroleum reserves and petroleum production. To top this off, the author included the story of how world war really ended with two atom bombs being made that would enable a giant German Army to drive the Russians back to Moscow. While all history books credit America with making the first atomic bombs, it is the centrifuge that spins at 1,500 times a second (90,000 times a minutes) to separate the U234, U235, and U238 that makes the bomb possible.
