The Brahmaputra River is a precious gift of Nature to India and especially to its northeast region. The meaning of this gift becomes evident immediately when one considers the vastness of water resources which the Brahmaputra River basin possesses. Nearly 30% of India's water resources potential and 41% of the country's total hydropower potential are found in this basin. In terms of the average discharge, the Brahmaputra River is the fifth largest river in the world. Traversing a distance of about 2,900 kilometers from Tibet at an elevation of 5,150 meters to the Bay of Bengal and draining an area of nearly 1. 6 million square kilometres shared by Tibet, India and Bangladesh, it has shaped the social, economic, cultural, religious, political, and linguistic fabric of the northeast region of India from time immemorial. Its majestic disposition is nothing short of poetic. The northeast region has a colourful ethnic and non-ethnic population and represents almost a miniature India. Its biodiversity of flora and fauna and other natural ecosystems is unsurpassable. The northeast region of India is endowed with enormous natural resources and the huge potential of the Brahmaputra River basin. These resources notwithstanding, this part of India remains woefully underdeveloped. The current state of low development of the northeast region can arguably be attributed to a multitude of factors.

Water-related conflicts have a long history and will continue to be a global and regional problem. Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. Management of water resources in large rivers basins typically differs in important ways from management in smaller basins. While in smaller basins the focus of water resources management may be on project implementation, irrigation and drainage management, water use efficiency and flood operations; in larger basins, because of the greater complexity and competing interests, there is often a greater need for long-term strategic river basin planning across sectors and jurisdictions, and considering social, environmental, and economic outcomes. This puts a focus on sustainable development, including consumptive water use and non-consumptive water uses, such as inland navigation and hydropower. It also requires the consideration of hard or technical issues—data, modeling, infrastructure—as well as soft issues of governance, including legal frameworks, policies, institutions, and political economy. Rapidly evolving technologies could play a significant role in managing large basins.
