The 2003 edition of ICANNGA marks a milestone in this conference series, because it is the tenth year of its existence. The series began in 1993 with the inaugural conference at Innsbruck in Austria. At that first conference, the organisers decided to organise a similar scientific meeting every two years. As a result, conferences were organised at Ales in France (1995), Norwich in England (1997), Portoroz in Slovenia (1999) and Prague in the Czech Republic (2001). It is a great honour that the conference is taking place in France for the second time. Each edition of ICANNGA has been special and had its own character. Not only that, participants have been able to sample the life and local culture in five different European coun tries. Originally limited to neural networks and genetic algorithms the conference has broadened its outlook over the past ten years and now includes papers on soft computing and artificial intelligence in general. This is one of the reasons why the reader will find papers on fuzzy logic and various other topics not directly related to neural networks or genetic algorithms included in these proceedings. We have, however, kept the same name, "International Conference on Artificial Neural Networks and Genetic Algorithms". Models, Methods, Concepts and Applications of the Analytic Hierarchy Process is a volume dedicated to selected applications of the Analytic Hierarchy Process (AHP) focused on three themes: economics, the social sciences, and the linking of measurement with human values. (1) The AHP offers economists a substantially different approach to dealing with economic problems through ratio scales. The main mathematical models on which economics has based its quantitative thinking up to now are utility theory, which uses interval scales, and linear programming. We hope that the variety of examples included here can perhaps stimulate researchers in economics to try applying this new approach. (2) The second theme is concerned with the social sciences. The AHP offers psychologists and political scientists the methodology to quantify and derive measurements for intangibles. We hope that the examples included in this book will encourage them to examine the methods of AHP in terms of the problems they seek to solve. (3) The third theme is concerned with providing people in the physical and engineering sciences with a quantitative method to link hard measurement to human values. In such a process one needs to interpret what the measurements mean. A number is useless until someone understands what it means. It can have different meanings in different problems. Ten dollars are plenty to satisfy one's hunger but are useless by themselves in buying a new car. Such measurements are only indicators of the state of a system, but do not relate to the values of the human observers of that system. AHP methods can help resolve the conflicts between hard measurement data and human values.

This volume contains a collection of papers presented at the 15th International Conference on Multiple Criteria Decision Making held in Ankara, Turkey July 10 14, 2000. This was one of the regular conferences of the International Society on Multiple Criteria Decision Making, which are held at approximately two-year intervals. The Ankara conference had 195 participants from 38 countries. A total of 185 papers were presented at the conference. The title of our volume is MCDM in the New Millennium. The papers presented at the conference reflect the theme. We had several papers on information technology (IT) and many application papers. Of the 81 application papers presented, 14 appear in the volume. We expect more IT applications of MCDM to appear in the future, in particular in the areas of e-commerce and the internet. The conference surroundings and accomodations were excellent, and conducive to both an outstanding academic exchange, and enjoyment and a cultural broadening of participants. We had a pleasant and enjoyable outing and visit to the Anatolian Civilizations Museum. We also had an outstanding banquet at which awards were presented. The MCDM Gold Medal was presented to Professor Thomas Saaty, of the University of Pittsburgh. The MCDM Presidential Service Award was presented to ProfessorPekka Korhonen of the Helsinki School of Economics for his years of presidential service to the society. The society presented the MCDM Edgeworth-Pareto Award to Professor Alexander V. Lotov of the Russian Academy of Sciences.
