The Arabian Frontier of the British Raj is a study of one of the most forbidding frontier zones of Britain's Indian Empire. The Gulf Residency, responsible for Britain's relationship with Eastern Arabia and Southern Persia, was part of an extensive network of political residencies that surrounded and protected British India. Based on extensive archival research in both the Gulf and Britain, this book examines how Britain's Political Resident in the Gulf and his very small cadre of British officers maintained the Pax Britannica on the waters of the Gulf, protected British interests throughout the region, and managed political relations with the dozens of Arab rulers and governors on both shores of the Gulf. James Onley looks at the secret to the Gulf Residency's effectiveness - the extent to which the British worked within the indigenous political systems of the Gulf. He examines the way in which Arab rulers in need of protection collaborated with the Resident to maintain the Pax Britannica, while influential men from affluent Arab, Persian, and Indian merchant families served as the Resident's 'native agents' (compradors) in over half of the political posts within the Gulf Residency.

For over thirty years, the man chiefly responsible for the selection of men to rule the British colonies was R. D. Furse. He found the qualities needed—courage, firmness, dignity, sympathy, and physical and moral stamina—in members of the British ruling classes, prepared by tradition and by education at Public Schools and at Oxford and Cambridge. In this lively study of recruitment for the administrative branch of the British colonial service under Furse, the author writes: “Colonial officials of the interwar years were a mixed lot. . . . But in the judgment of those who selected them they had in common that passion for ruling which Santayana and other acute observers of the English scene have identified as a distinctively British national trait.” It is Heussler’s thesis that the men in the colonies, rather than official policy, made British colonialism what it was; and Furse’s selection of those men was governed by moral rather than scientific requirements. The book traces the colonial administrative service from the time when Africa was “the white man’s grave” to the years after World War II when the need for special, formal training had become urgent and recommendations for reform were put into effect. By the time cadets trained in the “new spirit” arrived in their posts, however, Kwame Nkrumah had already raised the banner of independence, and the effect of the old spirit—elitist, paternalistic, authoritarian—was put to the test in a disturbed sociopolitical atmosphere.

In the latter part of the nineteenth century,the royal status of Indian princes was under threat in what became a critical period of transition from traditional to imperial rule.Weakened by treaties concluded with the British earlier in the century,the rulers were subject to a concentrated campaign by British officials to turn palace life into a westernised construct of morality,rules and regulations.Young heirs to the throne were exposed to a western education to encourage their enthusiasm for changes in the princely environment.At the same time bureaucracies constructed on the British Indian model were introduced to promote'good government'.In many cases,royal practice and authority were sacrificed in the urgency to install efficient and accountable methods of administration.Adult rulers were frequently sidelined in the intricacies of state politics and the traditional princely power base was steadily eroded. Using the framework of a princely life-cycle,this book evaluates British policy towards the princes during the period 1858-1909. Within this framework Caroline Keen examines disputed successions to Indian thrones,the reaction of young rulers to a western education, princely marriages and the empowerment of royal women,the administration of states,and efforts to alter court hierarchy and ritual to conform to strict British bureaucratic guidelines.A recurring theme is the frequently incompatible relationship between British officials posted to the states and their superiors within the Government of India. Rarely examined archival material is used to provide a detailed analysis of policy-making which deals with British procedure at all levels of officialdom. For scholars and researchers of South Asian and British imperial history this book casts new light upon a highly significant phase of imperial development and makes a major contribution to the understanding of the operation of indirect rule under the Raj.
