This is a study of the caliphate as a political institution in Islamic Spain, from its inception in 316/939 until the disappearance of the Umayyads in Cordoba in 422/1031. David J. Wasserstein explores the caliphal claims of the Hammudid dynasty in the south of the peninsula, and examines the caliphal practices of two Slav rulers of the eleventh century. He shows that the caliphal insitution was not abolished at any stage, and that it served rulers throughout the eleventh century as, among other things, an important source of legitimacy. Wasserstein's important new interpretation is thoroughly grounded not only in the documentary sources, but also in the little-studied and revealing numismatic evidence. This is a significant contribution both to the Islamic history of the Iberian Peninsula and to our understanding of the nature of the caliphate within Islam in general.

He contemplated an alliance with the much weaker Charlemagne in order to contain the Byzantines, and in time Arabs and Byzantines reached an accommodation that permitted both to prosper. Harun’s caliphate would weaken from within as his two sons quarreled and formed factions; eventually Arabs would give way to Turks in the Islamic empire. Empires rise, weaken, and fall, but during its golden age, the caliphate of Baghdad made a permanent contribution to civilization, as Benson Bobrick so splendidly reminds us.

In the wake of the "Arab Spring" and the removal of long-standing dictators in the Middle East, in which the dominant discourse appears to be one of the compatibility of Islam and democracy, reviving the Caliphate has continued to exercise the minds of its opponents and advocates. Reza Pankhurst's book contributes to our understanding of Islam in politics, the path of Islamic revival across the last century and how the popularity of the Caliphate in Muslim discourse waned and later re-emerged. Beginning with the abolition of the Caliphate, the ideas and discourse of the Muslim Brotherhood, Hizb ut-Tahrir, al-Qaeda and other smaller groups are then examined. This historically volatile region saw some of the worst violence of the late 20th century in the Yugoslav Wars of Secession. During these conflicts, stunningly shortsighted and politically motivated policies of the United States and its allies directly allowed Islamic mujahedin and terrorist-related entities to establish a foothold in the region—just as with the progenitors of the Taliban a decade earlier in Afghanistan. Although the 9/11 attacks caused a partial reassessment of Western policy, it may already be too late for a region still largely ignored. The proliferation of foreign fundamentalist groups has had a cancerous effect on traditional Balkan Islamic communities, challenging their legitimacy in unprecedented and often violent ways. Well-funded groups like the Saudi-backed Wahabbis continue to exploit internal schisms within local communities, while the international administrations in Bosnia and Kosovo have actually strengthened the grip of local mafia groups—business partners of terrorists. Worst of all, the Western peacekeepers' chronic don't rock the boat mentality has allowed extremist groups to operate unchallenged. Nevertheless, regional demographic and cultural trends, coinciding with an increasingly hostile attitude in the larger Muslim world over Western military actions and perceived symbolic provocations, indicate that the lawless Balkans will become increasingly valuable as a strategic base for Islamic radicals over the next two decades. Utilizing the post-al-Qaeda tactics of a decentralized jihad carried out through small, independent cells (leaderless resistance) while seeking to fundamentally and violently remold Muslim societies, such Balkan-based extremists pose a unique and tangible threat to Western security.

As late as the last quarter of the twentieth century, there were expectations that Islam’s political and cultural influence would dissipate as the advance of westernization brought modernisation and secularisation in its wake. Not only has Islam failed to follow the trajectory pursued by variants of Christianity, namely confinement to the private sphere and depoliticisation, but it has also forcefully re-asserted itself as mobilisations in its name challenge the global order in a series of geopolitical, cultural and philosophical struggles. The continuing (if not growing) relevance of Islam suggests that global history cannot simply be presented as a scaled up version of that of the West. Quests for Muslim autonomy present themselves in several forms — local and global, extremist and moderate, conservative and revisionist — in the light of which the recycling of conventional narratives about Islam becomes increasingly problematic. Not only are these accounts inadequate for understanding Muslim experiences, but by relying on them many Western governments pursue policies that are counter-productive and ultimately hazardous for Muslims and non-Muslims alike. Recalling the Caliphate engages critically with the interaction between Islam and the political in context of a post colonial world that continues to resist profound decolonisation. In the first part of this book, Sayyid focuses on how demands for Muslim autonomy are debated in terms such as democracy, cultural relativism, secularism, and liberalism. Each chapter analyses the displacements and evasions by which the decolonisation of the Muslim world continues to be deflected and deferred, while the latter part of the book builds on this critique and attempts to accelerate the decolonisation of the Muslim Ummah.
