This 1998 book presents the econometric analysis of single-equation and simultaneous-equation models in which the jointly dependent variables can be continuous, categorical, or truncated. Despite the traditional emphasis on continuous variables in econometrics, many of the economic variables encountered in practice are categorical (those for which a suitable category can be found but where no actual measurement exists) or truncated (those that can be observed only in certain range). Such variables are involved, for example, in models of occupational choice, choice of tenture in housing, and choice of type of schooling. Models with regulated prices and rationing and models for program evaluation also represent areas of application for the techniques presented by the author.

Graham Clarke and Moss Madden 1. 1 Background In the mid 1990s there were a number of papers in regional science that questioned the relevance and purpose of the entire sub-discipline. Bailly and Coffey (1994) for example, talked of 'regional science in crisis'. They argued that there were two fundamental problems. First, regional science was too theoretical in the sense that many of its products were models that could neither be calibrated (too complex) or operationalised (too abstract) in the real world. They suggested that regional science had not sufficiently demonstrated that it can address real-world problems and subsequently lacked a focus on relevant policy issues. Second, they argued that regional science had become too narrow in focus and had moved away too far from real people and their daily concerns or struggles in life. This was not the first time we had witnessed these sorts of arguments, both from outside the discipline and from within. Sayer (1976) was perhaps the first to argue for a shift from a model-based focus in regional science to one based on political economy. Breheny (1984) criticised the 'deep ignorance among regional scientists of the nature of practical policy making and implementation' (see also Rodwin (1987) for similar views in the mid 1980s). Such self-reflection is a feature of many disciplines as they reach maturity. There have been many similar reflections in geography (Johnston 1996, Barnes 1996) and economics (see the collection in the January edition of the Economic Journal 1991).

Ecotaxation covers two distinct ideas. To date, it has largely been associated with the 'polluter pays' principle, in the form of correctional charges imposed on activities which have a demonstrably damaging effect on the quality of life or the environment. The other involves a more ambitious policy shift, aiming to put taxation onto a different basis, away from income and labour, and onto resource-depleting and environmentally damaging activities. By going further, and directing the additional revenue towards environmentally supportive and socially improving ends, it can be part of the fiscal basis for sustainable development. This volume explores the history of both ideas, but with more emphasis on the wider-ranging policy alternatives that ecotaxation represents. The contributors look at the mixed records of the correctional economic instruments which have been introduced, suggesting that unless they are integrated into a more comprehensive package of reforms, they are not likely to have much effect on the direction of an already unsustainable economy. On the other hand, taxation has the potential not only to stimulate sustainable forms of economic activity but also, by lowering the costs of work and employment, to create jobs and greater social justice. At a time when governments' room for manoeuvre is being more and more restricted by conflicting social, economic and environmental commitments and pressures, revenue-neutral ecotaxation has a crucial role to play in reconciling those objectives and putting policy onto a new and lasting footing.
