In 2016 the President of the European Council, Donald Tusk, asked the European Committee of the Regions (CoR) - as the voice of cities and regions - to submit its recommendations on the future of Europe. Subsequently, the CoR launched its “Reflecting on Europe” campaign whereby members held local events with citizens in their regions and cities to hear their views. This brochure gives an overview of what citizens said they want in the future of Europe. Complemented by an EU-wide online survey and consultation of local and regional authorities, the feedback formed the basis of an opinion led by the CoR’s President, Karl-Heinz Lambertz, and its First Vice- President, Markku Markkula, which was adopted during its plenary on 9 October 2018. The opinion “Reflecting on Europe: the voice of regional and local authorities to rebuild trust in the European Union” was adopted shortly after the President Lambertz gave his second “State of the Union: view of regions and cities” speech during a debate with the European Parliament’s President, Antonio Tajani. The opinion and speech form the basis of the CoR’s efforts to contribute to the debate on the Future of Europe ahead of the meeting of the EU leaders in Sibiu on 9 May and the European elections on 23-26 May 2019. The CoR is committed to ensuring that the voice of regional and local authorities and their citizens is heard within the EU in an effort to make the European project more transparent, democratically accountable and develop new forms of participative democracy.

From a certain perspective, the biggest political story of 2016 was how the candidate who bought three-quarters of the political ads lost to the one whose every provocative Tweet set the agenda for the day’s news coverage. With the arrival of bot farms, microtargeted Facebook ads, and Cambridge Analytica, isn’t the age of political ads on local TV coming to a close? You might think. But you’d be wrong to the tune of $4.4 billion just in 2016. In U.S. elections, there’s a lot more at stake than the presidency. TV spending has gone up dramatically since 2006, for both presidential and down-ballot races for congressional seats, governorships, and state legislatures—and the 2020 campaign shows no signs of bucking this trend. When candidates don’t enjoy the name recognition and celebrity of the presidential contenders, it’s very much business as usual. They rely on the local TV newscasts, watched by 30 million people every day—not Tweets—to convey their messages to an audience more fragmented than ever. At the same time, the nationalization of news and consolidation of local stations under juggernauts like Nexstar Media and Sinclair Broadcasting mean a decreasing share of time devoted to down-ballot politics—almost 90 percent of 2016’s local political stories focused on the presidential race. Without coverage of local issues and races, ad buys are the only chance most candidates have to get their messages in front of a broadcast audience. On local TV news, political ads create the reality of local races—a reality that is not meant to inform voters but to persuade them. Voters are left to their own devices to fill in the space between what the ads say—the bought reality—and what political stories used to cover.

The tumultuous and rapid political change experienced by Israel since 1965 has been reflected in the history of its party system. In this book, Jonathan Mendilow examines the party and party system transformations through the lens of the electoral campaigns that defined and reflected them. He shows that the relative stability of the dominant party system bequeathed from the pre-independence era was shattered in the 1960s, and replaced by cluster parties that vied for power in the ideological center, only to decline and be replaced in turn in the 1980s and early 1990s by ideological party blocs locked in centrifugal competition. With the separate direct election of the prime minister since the mid-1990s, there has been yet a third profound realignment in party structures, ideologies, and modes of campaigning, according to Mendilow.

Coalitions of consumer groups, NGOs, and trade unions have traditionally been considered politically weak compared to well-organized and resourceful financial sector groups which dominate or "capture" financial regulatory decisions. However, following the 2008 financial crisis, civil society groups have been seen to exert much more influence, with politicians successfully implementing financial reform in spite of industry opposition. Drawing on literature from social movement research and regulatory politics, this book shows how diffuse interests were represented in financial regulatory overhauls in both the United States (US) and the European Union (EU). Four cases of reform in the post-crisis regulatory context are analyzed: the creation of a new Consumer Financial Protection Bureau in the US; the introduction of new consumer protection regulations through EU directives; the failure of attempts to introduce a financial transaction tax in the US; and the agreement of 11 EU member states to introduce such a tax. It shows how building coalitions with important elite allies outside and inside government helped traditionally weak interest groups transcend a lack of material resources to influence and shape regulatory policy. By engaging with a less well-known side of the debate, it explains how business power was curbed and diverse interests translated into financial regulatory policy.
