Excerpt from The Campaign of Gettysburg Firstly: It is a recognised maxim Of war that decisive results can never be Obtained by the main tenance Of a simple defensive. As the war went on, the people Of the Northern States showed a deter mination and constancy Of purpose, for which their opponents had not formerly given them credit, and it was now manifest that their resolution to compel the submission of the seceded States would never slacken, until their last dollar had been spent, and their last man put into the field. The wealth Of the North was boundless, her resources immense. In a contest Of endurance the South must inevitably be beaten. Her only chance lay in striking some staggering blow at her opponent, such as the capture Of Washington, or the destruction Of the Army Of the Potomac, which would convince the North that the struggle was hopeless, and would force her to come to terms. To achieve this result an Offensive campaign was necessary. Secondly While the recent events in Virginia had been uniformly favourable to the Southern arms, the situation in the Western theatre Of war was very gloomy. Vicksburg, the great Confederate fortress on the Mississippi, was closely besieged by the Federalforces under General Grant. Attempts to relieve it from the East by General Johnston and from the trans Mississippi States by Kirby Smith had failed, and it was now evident that unless a diversion could be made Vicksburg must fall. This might be effected by an invasion Of Maryland or Pennsylvania, so as to threaten Washington and Baltimore. Both Presi dent Davis and General Lee knew well how sensitive the Federal Cabinet was in regard to the safety Of the Capital, and a Confederate Victory on Northern soil would almost certainly force the President to draw large reinforcements from the Western armies, and so relieve the pressure on Vicksburg. "Official Records of the Union and Confederate Armies" furnishes the material upon which the history of the campaigns of that war must be based. Whilst in this compilation the official reports and correspondence of the Union armies are very full and complete, it is to be regretted that much of those of the Confederate armies were destroyed or lost. If, in the Records, the Confederate reports and correspondence were as complete as those of the Union army, the historian would find in that compilation the material for history complete, systematically arranged, and accessible to every one. As it is, enough of the records of the Confederate armies have been preserved in it, when carefully compared with the records of the Union armies, to preclude the possibility of going far astray. In the Records, the campaigns are arranged in separate volumes, and each volume is divided into two parts. Part I contains the official reports, written after the close of the campaign, or of the engagement, and after careful comparisons and consideration of all the res gestae available at the time. When the name of the writer is known, a reference to the index of Part I of the volume is all that is necessary to find a copy of the original document. All men knew that this invasion represented the con fidence of the Confederate commander in his power to conquer peace by winning in the North a great battle, the [price of which would be the dis solution of the Union and. The recognition of the independence of the Confederacy. That was the meaning of his presence in Pennsylvania. Only the Army of the Potomac could come between the country and that bad consequence. Between these two armies there was to be hard fighting therefore, and it began in the forenoon of July 1 out on the pretty country roads to the northwest of the town. Of Gettysburg. Gen. Lee, assuming that he was nearly alone in Pennsylvania, and knowing that he was in a land full of fat cattle and good! Horses, had his forces mluch scattered for the most practical reasons; but when the hear-d that the Army of the Potomac was near he sent urgent orders to all his divi sions to concentrate at Gettysburg - for some were to the east, some to the north and some to the west of that town. On that day the Army of the Potomac was moving to the northward - the First Corps in advance and near to Gettysburg, the cavalry in front. Gen. Buford of the First Cavalry Division had been sent toward to find the enemy, and he had done it. 'it was not very difficult.
