In addressing operational challenges such as poverty or economic development, many researchers and practitioners wish to build upon insights raised by Sen's capability approach and related writings. This paper argues that the comprehensive reach and foundation of the human development and capability approach has a value independent from and additional to their practical outworkings, and yet also that operational specifications are both possible and vital to the further development of the approach. The paper begins with a thumbnail sketch of the core concepts of the capability approach, and supplements these with additional informational and principle requirements that Sen argues to be necessary for a more complete assessment of a state of affairs. It traces some important avenues along which the Human Development Reports and other empirical studies have operationalized certain aspects of Sen's capability approach. The paper then articulates further developments that might be expected, arguing that such developments must also build upon cutting edge research in other fields. It also identifies certain 'value judgments' that are inherent to the capability approach and should not be permanently dismissed by some methodological innovation.

This inclusive and democratic framework integrates a variety of resources including philosophical theory, empirical analysis, stakeholder deliberations, local knowledge, and advice from development experts. The author contends that we must provide good reasons and arguments in order to justify a particular development agenda. That is, we need to ask why we choose certain kinds of development goals over others, why we include certain agents in the selection process and not others, and why we select goals through one method rather than another. In response to these questions, the author argues that development should aim at expanding people's capabilities and functionings. Capabilities and functionings--capabilities that have been realized--tell us what people are actually able to do and be with their resources, goods, and formal freedoms. He advances the view that local stakeholders should have more authority in deciding what a development agenda looks like. This claim to local authority in development can be interpreted both as a claim to political authority and expert authority. Finally, the author argues that ad hoc, foundational, procedural, and mixed (multi-stage) methods need to be synthesized in order to select the best capabilities and functionings for development. Disability & Justice: The Capabilities Approach in Practice examines the capabilities approach and how, as a matter of justice, the experience of disability is accounted for. It suggests that the capabilities approach is first, unable to properly diagnose both those who are in need as well as the extent to which assistance is required. Furthermore, it is suggested that counterfactually, if this approach to justice were capable of assessing need, that it would fail to be as stigma-sensitive as other approaches of justice. That is to say, the capabilities approach would have the possibility of further stigmatizing those requiring accommodation. Finally, Disability & Justice argues that health and the absence of disability belong in a category of functionings that are of special moral importance—a fact the Capabilities Approach fails to recognize.
