This book introduces the capability approach – in which wellbeing, agency and justice are the core values – as a powerful normative lens to examine technology and its role in development. This approach attaches central moral importance to individual human capabilities, understood as effective opportunities people have to lead the kind of lives they have reason to value. The book examines the strengths, limitations and versatility of the capability approach when applied to technology, and shows the need to supplement it with other approaches in order to deal with the challenges that technology raises. The first chapter places the capability approach within the context of broader debates about technology and human development – discussing amongst others the appropriate technology movement. The middle part then draws on philosophy and ethics of technology in order to deepen our understanding of the relation between technical artefacts and human capabilities, arguing that we must simultaneously ‘zoom in’ on the details of technological design and ‘zoom out’ to see the broader socio-technical embedding of a technology. The book examines whether technology is merely a neutral instrument that expands what people can do and be in life, or whether technology transfers may also impose certain views of what it means to lead a good life. The final chapter examines the capability approach in relation to contemporary debates about ‘ICT for Development’ (ICT4D), as the technology domain where the approach has been most extensively applied so far. In addressing operational challenges such as poverty or economic development, many researchers and practitioners wish to build upon insights raised by Sen's capability approach and related writings. This paper argues that the comprehensive reach and foundation of the human development and capability approach has a value independent from and additional to their practical outworkings, and yet also that operational specifications are both possible and vital to the further development of the approach. The paper begins with a thumbnail sketch of the core concepts of the capability approach, and supplements these with additional informational and principle requirements that Sen argues to be necessary for a more complete assessment of a state of affairs. It traces some important avenues along which the Human Development Reports and other empirical studies have operationalized certain aspects of Sen's capability approach. The paper then articulates further developments that might be expected, arguing that such developments must also build upon cutting edge research in other fields. A new framework for assessing the role of information and communication technologies in development that draws on Amartya Sen's capabilities approach. Information and communication technologies (ICTs)--especially the Internet and the mobile phone--have changed the lives of people all over the world. These changes affect not just the affluent populations of income-rich countries but also disadvantaged people in both global North and South, who may use free Internet access in telecenters and public libraries, chat in cybercafes with distant family members, and receive information by text message or email on their mobile phones. Drawing on Amartya Sen's capabilities approach to development--which shifts the focus from economic growth to a more holistic, freedom-based idea of human development--Dorothea Kleine in Technologies of Choice? examines the relationship between ICTs, choice, and development. Kleine proposes a conceptual framework, the Choice Framework, that can be used to analyze the role of technologies in development processes. She applies the Choice Framework to a case study of microentrepreneurs in a rural community in Chile. Kleine combines ethnographic research at the local level with interviews with national policy makers, to contrast the high ambitions of Chile's pioneering ICT policies with the country's complex social and economic realities.
