The Casablanca Connection examines France's colonial policy in Morocco from the Popular Front to the end of the Vichy regime in North Africa, relating it to overall French imperial policy and placing it in a European and world context. At the center of this study is General Charles Nogues, resident general of Morocco from 1936 to 1943, who, during this period, provided the protectorate with purpose, authority, direction, and continuity. Nogues restored the precepts of colonial rule established in Morocco twenty-four years earlier by Marshal Hubert Lyautey, France's most illustrious soldier-administrator. Nogues's accomplishments made Morocco stronger for France than it had been in a decade. This "French peace," however, was disturbed by the Spanish Civil War and World War II, and Nogues's well-intentioned but misguided decisions during this time ended his career amidst charges of collaboration and anti-Allied sentiment. Nevertheless, William A. Hoisington Jr. argues, Nogues had interpreted Lyautey's lessons with talent and originality. Originally published in 1984. This is a political biography of the French industrialist and political activist Jacques Lemaigre Dubreuil (1894-1955), president of the Taxpayers' Federation in the 1930s, entrepreneur in wartime France and Africa, organizer of the 'Group of Five' in Algiers which prepared for the Allied landings in North Africa (November 1942), 'inventor' of General Henri Giraud as a candidate for the leadership of liberated North and West Africa, negotiator of the Murphy-Giraud Agreements and the Anfa Memorandum with President Roosevelt (1942 and 1943), political writer on the postwar future of France in Morocco and the owner of the liberal newspaper Maroc-Presse. He was assassinated in Casablanca by French counter-terrorists in June 1955, a 'turning point' event which pushed the French government to grant independence to Morroco. Was he a rabble-rouser, a demagogue, a betrayer of French interests at home and overseas or a reformer, a patriot, a hero of the anti-German resistance, and a champion of Franco-Moroccan solidarity?

Investigating minority and indigenous women’s rights in Muslim-majority states, this book critically examines the human rights regime within international law. Based on extensive and diverse ethnographic research on Amazigh women in Morocco, the book unpacks and challenges generally accepted notions of rights and equality. Significantly, and controversially, the book challenges the supposedly ‘emancipatory’ power vested in the human rights project; arguing that rights-based discourses are sites of contestation for different groups that use them to assert their agency in society. More specifically, it shows how the very conditions that make minority and indigenous women instrumental to the preservation of their culture may condemn them to a position of subalternity. In response, and engaging the notion and meaning of Islamic feminism, the book proposes that feminism should be interpreted and contextualised locally in order to be effective and inclusive, and so in order for the human rights project to fully realise its potential to empower the marginalised and make space for their voices to be heard. Providing a detailed, empirically based, analysis of rights in action, this book will be of relevance to scholars, students and practitioners in human rights policy and practice, in international law, minorities’ and indigenous peoples’ rights, gender studies, and Middle Eastern and North African Studies.

Between June 1967 and the end of 1973, most independent Black African states abandoned their neutral position in the Middle East conflict, cut their ties with Israel, and gave full support to the political aims of the Arab states. Since the beginning of 1974, however, and despite attempts by the Arabs to shield their new allies from the adverse effects of the 1973-74 world oil and economic crises, the alliance has begun to fragment as the African states become transformed from partners to clients and dependents of the Arabs. This study examines the roots of the African conversion, the nature of the evolving relationship between the African and Arab states, and the reasons—economic and political—for the transformation of the alliance. Basic to that transformation, the authors argue, is a fundamental change in the international status and power of the Arab states, a change that has led them to cast their lot with the industrialized "First World" rather than with the poorer, less developed countries.

Book Description: A Chinese intelligence officer assumes the role of a Russian agent, hoping his actions will iterrupt Russian-American relations. In New Jersey, the teenage daughter of an American diplomat is seen to be kidnapped. Her cousin and a mutual friend disappear. Connecting the events, authorities recognize the MO of an infamous Russian agent who had sworn never to operate in the United States. The MO used in the past was quite simple. The target was always a diplomat or member of the military. The target's child was taken, and a relative, and a third child known to the target. Following a precise timetable a relative of the target is mutilated—a finger or ear severed and delivered. On the next day, the friend is killed, the body left openly to be found. At that point the target is told to comply with the demand for the information requested, or the target's child will be killed. With one child tortured and the other murdered, no target had ever yet stood up to the kidnapper. In each case the children were always killed. A former CIA analyst, now transferred into the FBI's intelligence division in Washington, is assigned the case based on his prior experience in Europe. There he had faced this situation on three seperate occasions, and, knowing who was responsible, always lost the children. Now, the agent unknown, he must identify the perpetrator, break up the plan, and bring the children safely back home.

For millennia, the Mediterranean has been one of the most active trading areas, supported by a transport network connecting riparian cities and beyond to their hinterland. The Mediterranean has complex trade patterns and routes--but with key differences from the past. It is no longer an isolated world economy: it is both a trading area and a transit area linking Europe and North Africa with the rest of the world through the hub-and-spoke structure of maritime networks. Understanding how trade connectivity works in the Mediterranean, and elsewhere, is important to policy makers, especially those in developing countries in the Mediterranean, concerned with the economic benefits of large investment in infrastructure. Better connectivity is expected to increase trade with distant markets and stimulate activities in the hinterland.
